Skipon wanted assurance that he will be able to maintain this extra <br />width. <br />The City Engineer reported that the City will maintain the width for Mr. <br />Skipon's driveway, and that he would work with the property owner on the <br />issue. <br />The Engineer reported that total project costs are estimated at $287,000. <br />Assessable street costs are estimated at $28,090.23 and assessable water main <br />costs are estimated at $21,363.40. <br />The City Engineer reviewed the City's assessment policy that provides that <br />85% of street reconstruction costs are assessed based on the standard <br />residential street. The maximum street assessment rate has been capped at <br />$48.50 per front foot for residential street projects. The Engineer pointed out <br />that given the limited number of properties in this project, the assessment for <br />street reconstruction has been equalized for each of the properties. The <br />Engineer reported that there is a possib]e assessment reduction of $1.50 per <br />front foot if seed is used versus sod. The Engineer reported that the City has <br />been more successful with boulevard restorations where seed was used versus <br />sod, however, property owners will need to water the see to ensure its growth. <br />There will be no assessment for storm sewer improvements or sanitary sewer <br />repairs. <br />The City Engineer reported that the water main assessment is capped at <br />$5,340.85 per lot. Properties already connected to City water will not be <br />assessed. Once the water main is installed, a quarterly surcharge of $13.32 <br />will be charged each property for fire protection and maintenance of the water <br />system. There is no obligation to connect to City water. However, if a <br />property owner decides to connect, there are additional charges involving <br />permits and WAC charge. <br />The City Engineer reported that property owners can pay their assessment <br />within 30 days of adoption of the assessment with no interest accruing. <br />Otherwise the City will spread the assessment onto property taxes over aten- <br />year period with interest accruing at an estimated rate of 6.25%. <br />Mrs. Hartigan, Sextant Avenue, did not feel curb and gutter was necessary and <br />felt it would have a negative impact on the wetland. Hartigan was also <br />concerned about the effect of lowering the road at the access point to <br />McMenemy Road. The City Engineer reported that this area will be flattened <br />out to will improve the current situation. <br />Mrs. Hartigan asked if the City had permits from the Watershed for this <br />project. <br />
