MINUTES <br />CITY COUNCIL <br />JANUARY 16, 2002 <br />Greg Saiko, Stark Street, pointed out that he has two empty lots and asked if <br />the City would put in driveway aprons for these lots. The City Engineer <br />replied that the City would do this if that is what the property owners wanted <br />and knew where a driveway location could potentially be for the lots. Whether <br />or not a driveway apron is installed will not affect assessment amounts. <br />There was no one else from the general public present wishing to comment on <br />this matter. <br />Upon motion by LaValle, seconded by Scalze, the public hearing was closed. <br />Mr. LaValle introduced the following resolution and moved its adoption: <br />RESOLUTION 2002-1-14 -ORDERING IMPRO vEMENT NO. 2001-19, <br />STARK STREET, AS WELL AS PREPARATION OF PLANS <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (4) Scalze, LaValle, Montour, Fahey. <br />Nays (0). Resolution declared adopted. <br />IMP. NO. Fahey opened the public hearing to consider the improvement of Ryan Drive <br />2001-22 - between Ryan Lane and Country Drive by reconstructed road surface. <br />RYAN DRIVE <br />The City Engineer reviewed the project history as well as proposed <br />improvement. The improvement includes reconstruction of approximately 600 <br />lineal feet of road at an estimated cost of $103,200. <br />The Engineer reported that when Ryan Drive was reconstructed a few years <br />ago, property owners were assessed 60% of project costs allocated on the basis <br />of 50% lot area and 50% front footage. At that time the City contributed 20% <br />of project costs and Art Ryan contributed 20%. It is proposed that this <br />improvement be 100% assessed to benefiting properties in Ryan Industrial <br />Park. Property owners have the option to pay the assessment within 30 days <br />after it is levied at with no interest. Otherwise it will be spread over property <br />taxes for 10 years at an interest rate estimated to be 6.25%. <br />Russ Fischer reported that on drainage problems he has from the road. He also <br />noted that his boulevard area has been destroyed because vehicles are driving <br />over the boulevard to avoid the deteriorated road surface. <br />The City Engineer pointed out the location of the road improvements and <br />indicated that, to the extent possible, drainage issues will be addressed.
