MINUTES <br />CITY COUNCIL <br />JANUARY 16, 2002 <br />also noted that the road will be crowned which should help prevent properties <br />on the north from draining across the street. <br />Roger Stanke asked if there would be bituminous curbing installed. The City <br />Administrator indicated that bituminous curbing does not last. However, there <br />will be a rolled edge installed to help address drainage issues. <br />Stanke indicated that he and Belland's would like a catch basin installed <br />between their properties to help prevent flooding on the 'Belland property. <br />Stanke also indicated that he would like a catch basin installed along the east <br />side of his property as well. <br />The City Engineer also indicated that he will look at driveway entrances to see <br />what can be done to try to prevent rmi-off from the street entering the <br />properties through driveways. <br />Fahey noted that these issues will be addressed in the design of the project. <br />Once the design is completed, property owners will be invited into review the <br />design and comment before the project is bid. <br />The City Administrator suggested that if drainage improvements are made that <br />benefit individual properties, those specific properties would be assessed for <br />the cost of those improvements. <br />Fahey suggested that some of the drainage improvements be handled as <br />alternates so that property owners can decided whether or not to proceed with <br />them once bids are received. <br />There was no one else present from the general public wishing to comment on <br />this matter. <br />Upon motion by LaValle, seconded by Fahey, the public hearing was closed. <br />Stanke asked about sewer improvements. <br />The City Administrator indicated given some unknowns with how the <br />Frattalone property will develop, it is better to delay sewer improvements. The <br />Administrator pointed out the sewer can be placed outside the road surface <br />area, therefore, it should not be a problem installing sewer at a later date. <br />Mr. Fahey introduced the following resolution and moved its adoption: <br />RESOLUTION 2002-1-15 -ORDERING IMPROVEMENT NO. 2001-19, <br />STARK STREET, AS WELL AS PREPARATION OF PLANS <br />
