<br />a lift that provides access into the vehicle, but they could be dealing with adjustment to the steering <br />column too to fit the customer needs. As a result, the repairs performed do require them to have a <br />vehicle hoist in their shop area. <br /> <br />This type of repair will not generate the clips of cars, car parts, body work, flat tires, or similar that <br />have been the concerns with motor vehicle repair in the past. These will be licensed and operable <br />vehicles that need service to the accessibility mechanics. As a result, city staff feels this use is <br />compatible with the PUD District and has added language to the PUD “F” District to provide for our <br />recommendation to provide for Accessibility and Mobility Repair Services. Cummings Mobility will <br />be subject to obtaining a city license under our code for the repair use. <br /> <br />Outdoor Storage. The applicant has requested a customer vehicle outdoor storage area behind the <br />rear of the building for up to eight vehicles. This again will not be for standard motor vehicle repairs, <br />but only for repair of the accessibility/mobility mechanical components. They anticipate that <br />customers may drop their vehicles off during non-business hours for service or that some of the <br />vehicles may take a day or two to repair. The applicant has indicated that the handicapped <br />accessibility features that are added to a vehicle are specific to their client’s needs. These truly are <br />custom vehicles. As an example, the drivers cab area of a handicapped accessible vehicle is fitted to <br />the wheelchair of that client. As a result, their clients do not typically have another vehicle they can <br />use in the meantime. Cummings Mobility aims to provide the repair services necessary as quickly as <br />possible because they know their client’s transportation needs depend on it. <br /> <br />Staff has prepared language as part of the PUD “F” District for mobility vehicle outdoor storage. A <br />condition that staff will require is that during non-business hours the vehicles awaiting service are to be <br />stored behind the building on the east side of the property. The building itself then provides the <br />screening which is a requirement for outdoor storage in the city code. Staff also feels this minimizes <br />the number of vehicles on the property that are visible from Rice Street in our sensitivity to maintain <br />the intent of the PUD standards. <br /> <br />It should be noted that there are four semi-trailers currently behind the building that have been used for <br />storage purposes. The City will require as part of this approval that any outdoor storage of recreational <br />items, recreational material, the semi-trailers, etc. are not part of this approval and must be removed by <br />June 1, 2017. <br /> <br />Recommendation <br /> <br />Based on the review of the site plans and pictures submitted by Cummings Mobility, plus meetings had <br />with them to discuss their intended use of the site, city staff believes this use in compatible with the <br />PUD zoning and goals of the Comprehensive Plan for this District. Furthermore, the draft PUD “F” <br />District guidelines set a clear distinction that this use deals only with “Handicap <br />Accessibility/Mobility” motor vehicles and mechanical repair of those components and does not <br />include any other type of motor vehicle activity. <br /> <br />City staff recommends approval of a text amendment to the PUD, Planned Unit Development <br />District to add PUD “F” District for Handicap Accessibility & Mobility Motor Vehicle Sales and <br />Accessibility/Mobility Service Repair with accessory Outdoor Storage as presented in this report. <br />
