Ordinance 810 Page 7 (2) Periods designated by the City Council as hazardous or dangerous for outdoor fires during which burning is prohibited shall be designated by resolution and a copy of such resolution shall be published in the official City newspaper. (3) (2) During prohibited periods, no burning shall be done without first obtaining from the City Administrator, a permit and such permit shall be countersigned by the Chief or designee of the Little Canada Volunteer Fire Department. The permit shall designate the name and address of the person applying for same, the name and address of the owner of the property upon which the burning is to be done, the location by street address and legal description upon which burning is to be done, and the date and time at which such fire shall be set. 1401.020. BURNING REQUIREMENTS. At any times other than periods during which burning is prohibited without a permit as designated in Section 1401.010 hereof, no fires shall be started for the burning of rubbish, brush, leaves, wood, paper, or other combustible material. except as follows: (1) Ordinary rubbish burning on residential property must be done in a burner which is constructed so as to prevent flying ashes or embers. Such burners shall be located on the owner's land in a place which will not constitute a menace or a nuisance to neighbors or to their property. Such refuse burners may be ignited only between the hours of 4:30 o'clock p.m. and 9:00 o'clock p.m. on any day. (2) Any outdoor fire not in an incinerator, once kindled, must be kept under immediate personal and constant supervision and control of the person starting such fire until it is extinguished. (3)(1) No leaves or other combustible material shall be burned nor shall any fires be started on the surface of any bituminous, asphalt or oil-treated roadway at any time. (4)(2) No fire of any kind shall be started or continued at such times or in such places as to constitute a menace or danger to the property of others or to the property of the person starting such fire.
