Based upon our review we have the <br />following comments: <br /> <br />Preliminary/Final Plat <br />1. The applicant should contact Ramsey County to discuss if any additional <br />right-of-way will need to be dedicated for Rice Street. <br />2. As noted below it is recommended that the turnaround be added to the end of <br />the block instead of the current proposed location midblock. This would <br />affect the lot layout and final plat. <br /> <br />Existing Conditions and Demolition <br />1. Extent of concrete curb and bituminous removal on Rice Street must be <br />approved by Ramsey County. A copy of the County permits should be <br />supplied to the City prior to any work occurring. <br /> <br />Site Plan <br />1. Use of a valley gutter at the intersection with Rice Street must be approved <br />by Ramsey County <br />2. The separation between tiered retaining walls must be equal to or greater <br />than the height of the highest adjacent wall or retaining wall plans signed by <br />an engineer must be provided before construction. <br />3. The applicant is showing a turn around between the two buildings on the <br />south side of the proposed road. It is our recommendation that the City <br />require the turnaround be constructed at the end of the street instead of mid- <br />block. The City standard turn around is a 45 foot cul-de-sac, however as the <br />roadway is private we would recommend that the applicant be allowed to <br />utilize a hammer handle or other turn around design provided the applicant <br />supplies turning movements documenting that a 34-foot ladder truck can <br />successfully turn around. <br />4. A Type V geotextile fabric should be added between the select granular <br />borrow and the existing subgrade material. The gravel section should be <br />increased to the City minimum of 8-inches.
