MINUTES <br />CITY COUNCIL <br />MARCH 6, 2017 <br />PRESENTATION- Jerry Hromatka, President and CEO of Northeast Youth & Family <br />JERRY Services, reported he visits all of their partner cities annually to give <br />HROMATKA, updates on what they are doing, and noted that this year is the 4011' <br />NORTHEAST anniversary. He explained they serve all ages, but the primary group <br />YOUTH & FAMILYserved is youth. He noted they serve about 4,000 people per year in three <br />SERVICES programs areas of mental health, day treatment, and community services <br />like diversion programs and senior chore. He state they offer services as <br />school based, clinic based, and some in-home service. He explained that <br />their annual budget is around $3.2 million, but had been as high as $5 <br />million before the recession. Mr. Hromatka reported that they are working <br />on increasing their contributions and grants as funding sources in order to <br />not be dependent only on contracts. He stated they partner with Ramsey <br />County who only have funds to serve the most needy, and Northeast <br />Youth and Family Services tries to help and prevent people from getting to <br />the low point of needing help from the county. Mr. Hromatka explained <br />that the current trends they are seeing are diversity, workforce and the <br />CONTINUED <br />PUBLIC <br />HEARING - <br />PRELIMINARY & <br />FINAL PLAT FOR <br />A 14 UNIT <br />TOWNHOME <br />DEVELOPMENT <br />AT 2736 & 2744 <br />RICE STREET; <br />CASH FOR <br />HOUSES, LLC <br />community changing. <br />The City Administrator stated that the applicant, Cash for Houses, LLC, <br />requested the public hearing be postponed again until the April 26, 2017 <br />City Council meeting since they are now working with a new engineering <br />firm and may end up with a modified site plan. He explained that they are <br />going to bring the updated plans back to the Planning Commission first for <br />review. Keis stated the public hearing will be re -opened and continued. <br />Keis introduced the following resolution and moved its adoption: <br />RESOLUTION 2017-3-35 - RE -OPENING THE PUBLIC HEARING <br />AND CONTINUING THE PUBLIC HEARING FOR A <br />PRELIMINAR Y AND FINAL PLAT REQ UESTAT 2 73 6 & 2744 RICE <br />STREET UNTIL THE APRIL 26, 2017 CITY COUNCIL MEETING. <br />The foregoing resolution was duly seconded by Fischer. <br />Aye (3). <br />Nays (0). Resolution declared adopted. <br />PUBLIC <br />Keis opened the Public Hearing to consider the proposed annual increase <br />HEARING— <br />in On -Sale Liquor and On -Sale Wine License Fees. <br />INCREASE IN <br />ON -SALE <br />The City Clerk stated that in 2006, the City Council decided that increases <br />LIQUOR AND <br />for on -sale liquor and on -sale wine licenses would be tied to annual gross <br />ON -SALE WINE <br />levy increases for five years. She noted that the Council has continued to <br />LICENSE FEES <br />use this basis for liquor license increases every year since. She stated that <br />2 <br />
