MINUTES <br />CITY COUNCIL <br />MARCH 6, 2017 <br />COOPERATIVE <br />The City Administrator explained that MNDOT will be installing a new <br />CONSTRUCTION <br />sound wall along the west side of I -35E north of Little Canada Road. He <br />AGREEMENT <br />stated that the wall will be in front of Suburban Auto Body and they are <br />FOR THE <br />concerned about losing their visibility, and have offered to pay for to <br />ACRYLIC SOUND <br />upgrade a portion of the wall to clear, acrylic panels in front of their <br />WALL SECTION <br />business. He reported that MNDOT is requiring the City be responsible <br />ALONG I -35E <br />for the cleaning of the acrylic wall. Keis asked about the maintenance <br />requirement that is stated in the agreement. The City Administrator stated <br />that at the discussions with MNDOT he felt it was clear that the City <br />would only be responsible for the cleaning, not any replacement of panels <br />like the contract now states, so he will be contacting MNDOT. He noted <br />that the Council could make their approval contingent on that language be <br />amended to not include replacement of panels. <br />Keis introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2017-3-38 —APPROVING THE COOPERATIVE <br />CONSTR UCTION A GREEMENT BETWEEN MINNESO TA <br />DEPARTMENT OF TRANSPORTATION, SUB URBAN AUTO BODY, <br />INC. PARTNERSHIP AND THE CITY OF LITTLE CANADA; TO <br />INCLUDE EVERYTHING EXCEPT FOR REPLACEMENT OF <br />PANELS AS PRESENTED BY THE CITY ADMINISTRA TOR. <br />The foregoing resolution was duly seconded by Fischer. <br />Ayes (3). <br />Nays (0). Resolution declared adopted. <br />2017 WATER & The City Administrator reported that the last few years have been wet <br />SEWER RATE resulting in our water usage has been down. This affects the amount of <br />ADJUSTMENTS revenue from water sales. He explained that without a rate increase, there <br />could be a projected loss of around $75,000. He stated that staff is <br />proposing a water rate increase of just under 3% for consumption based <br />rates and an increase in the water service charge from $12.60 per quarter to <br />$13.50. <br />The City Administrator stated that without an increase on sewer rates this <br />year, a projected loss of over $66,000 is expected. He explained that like <br />the water fund, the City does not need to fully cover the loss amounts <br />Riven that depreciation is accounted for. He stated that staff is <br />recommending the consumption rate be increased from $3.58 per 1,000 <br />gallons to $3.80 per 1,000 gallons, which is a 6.15% increase. He noted <br />that Little Canada's rates are very competitive compared to other cities <br />that were surveyed. <br />M <br />
