MINUTES
CITY COUNCIL
MARCH 22, 2017
the front line of the building for those customers that stop in after business
hours.
The Associate Planner stated that the applicant has requested a customer
vehicle outdoor storage area behind the building for up to eight vehicles.
She noted that this would only be for repairing the accessibility/mobility
mechanical components, not standard auto repair. She explained that there
are currently four semi -trailers parked in the rear of the building being
used for storage by All America Recreation. Staff had originally
recommended that they be removed by June 1, 2017, but the owner asked
the Planning Commission if he could have until July 1, and staff feels that
is reasonable.
The Associate Planner stated that Staff believes this use is compatible with
the PUD zoning and goals of the Comprehensive Plan for this district. She
reviewed the recommended conditions for approval. Keis asked about the
other items and trailers that are currently behind the building.
Jerry Schiltz, owner of All American Recreation, stated that he uses the
flatbed trailer to haul hot tubs, so that needs to remain here.
Dan, a Cummings Mobility employee, stated that major work will be done
at their other locations. He explained that in Little Canada they will only
do smaller installations of specific items for a vehicle, such as a lift,
steering control knobs, and special driver seats.
Montour stated that he stopped in to the Cummings Mobility location in
Roseville and received a tour. He noted that there were about 20 vehicles
that had been taken in as trade, and he wondered what they plan to do with
those types of cars. Mr. Cummings stated that they take them in order to
help their customers since many are elderly and often do not know how to
sell their old vehicle, but noted that they want the property to look nice.
Montour asked if the City was going to allow the consignment vehicles to
be here and for how long. He noted that he agrees with what the Planning
Commission recommended, but maybe Cummings needs to be allowed
more than eight spaces in the rear for their inventory and service vehicles.
Dan stated that being allowed fourteen to sixteen spaces in the rear would
be ideal. Montour recommended going with what the Planning
Commission agreed to for now and letting the business run for one year,
and Cummings Mobility can request to amend the PUD to allow more
spaces in the rear if needed.
Upon motion by Montour, seconded by Fischer, the public hearing was
closed.
Fischer introduced the following resolution and moved its adoption:
on
