MINUTES <br />CITY COUNCIL <br />MARCH 22, 2017 <br />PUBLIC <br />Keis opened the public hearing at 9:13pm. Seconded by Fischer. <br />HEARING — <br />PLANNED UNIT <br />The Associate Planner stated that Doug Cummings, owner of Cummings <br />DEVELOPMENT <br />Mobility has requested a text amendment to create the possibility of a new <br />AMENDMENT <br />Planned Unit Development District at 2940 Rice Street. She noted that <br />TO ALLOW <br />All American Recreation is currently the largest tenant in this building and <br />MOBILITY <br />Cummings Mobility is buying the building. She explained that Cummings <br />VEHICLE SALES <br />Mobility sells, converts, and repairs wheelchair and handicap accessible <br />AND REPAIR & <br />vehicles at three locations, but they want to relocate their Roseville facility <br />TEXT <br />to Little Canada. She reported that they have also requested approval to <br />AMENDMENT <br />allow a motor vehicle sales lot, motor vehicle sales -indoor, minor <br />TO INCREASE <br />automobile repair, and accessory outdoor storage. Cummings Mobility is <br />NUMBER OF <br />a specialty company that retrofits vehicles to add wheelchair and handicap <br />MOTOR <br />accessibility features, and does not deal with vehicles that do not have this <br />VEHICLE SALES <br />component. <br />LOT LICENSES <br />AT 2940 RICE <br />The Associate Planner stated that if the Council was supportive of this <br />STREET; <br />proposal, the property should be rezoned to a PUD "F" District that is <br />APPLICANT: <br />specific to this property and tailored towards the accessibility/disability <br />CUMMINGS <br />components. She noted that the applicant will improve the exterior of the <br />MOBILITY <br />building and has been encouraged to replace the free standing sign to meet <br />the architectural guidelines for the Rice Street/Little Canada Road <br />corridor. She explained that PUD Districts require comprehensive sign <br />plans, and Mr. Cummings was not able to get his sign plans completed in <br />time, but understands that he will need to do this as a separate planning <br />action. <br />The Associate Planner that since PUD districts do not allow motor vehicle <br />sales, a text amendment is being considered that would create a handicap <br />mobility motor vehicle sales lot license that is tied to the PUD "F" <br />District. She explained that Staff has made the distinction that this is not a <br />typical vehicle sales business, so the 80 parking spaces shown on the site <br />plan should be acceptable. She explained that Cummings has requested <br />approval of a motor vehicle sales lot of up to six vehicles outside on the <br />property, and an inside display area for up to six vehicles. The applicant <br />prefers to have the vehicles displayed along Rice Street to maximize <br />visibility, but Staff believes the display of motor vehicles along Rice <br />Street is not consistent with the district guidelines. The Associate Planner <br />stated that the applicant has indicated they would be willing to have three <br />display spaces along Rice Street and three on the south side. She <br />explained that they are likely not generating drive-by customers since this <br />business is a destination, but Mr. Cummings has indicated that customers <br />do come by when they are closed to look at vehicles. She noted the <br />compromise was to allow the six display spaces on the south side behind <br />5 <br />
