MINUTES OF THE SPECIAL MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />MARCH 22, 2017 <br />Pursuant to due call and notice thereof a special meeting of the City <br />Council of Little Canada, Minnesota was convened on the 22nd day of <br />March, 2017 in the Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br />Mayor John Keis called the meeting to order at 6:30 p.m. and the <br />following members of the City Council were present at roll call: <br />W-WIL61011MOIN <br />ALSO PRESENT: <br />Mayor <br />Council Member <br />Council Member <br />Council Member <br />Council Member <br />City Administrator <br />City Engineer <br />City Clerk <br />Mr. John Keis <br />Mr. Tom Fischer <br />Mr. Rick Montour <br />Mr. Christian Torkelson <br />Mr. Mike McGraw <br />Mr. Joel R. Hanson <br />Mr. Lee Elfering <br />Ms. Heidi Heller <br />IMPROVEMENT Mayor Keis opened the Public Hearing to consider the improvement <br />NO. 2017-04 of Keller Parkway by mill and overlay. <br />KELLER <br />PARKWAY The City Engineer reported that the purpose of tonight's hearing is to <br />present the proposed improvement of Keller Parkway to the City Council <br />and impacted property owners. This meeting gives property owners the <br />opportunity to provide input and voice concerns about the project. The <br />City Council will then determine whether or not the project moves <br />forward. <br />The City Engineer reported that Ramsey County is completing a mill and <br />overlay on Keller Parkway from Edgerton to County Road C. He stated <br />that Keller Parkway from Edgerton to Arcade is a shared city roadway that <br />is approximately 70% Maplewood's and 30% Little Canada's. He <br />explained that it is proposed to have the two cities sections included in the <br />County's improvement project, and Little Canada's cost is estimated at <br />$23,175.14, which includes some overhead costs. <br />The City Engineer stated that the assessments were determined by <br />following the City's assessment policy which has been in place since <br />1995. He explained that with rehabilitation projects, typically 50% of the <br />
