MINUTES <br />CITY COUNCIL SPECIAL MEETING <br />MARCH 22, 2017 <br />cost is assessed to benefiting property owners. In this project area, seven <br />Little Canada properties are affected, but one property is undevelopable <br />with a City lift station on it, so would not be assessed. The City Engineer <br />stated that five of the properties have frontage on Carla Lane and Keller <br />Parkway so they are only being assessed 0.2 unit, and one property at <br />2571 Keller Parkway would be assessed a full unit. He noted that the <br />proposed unit assessment amount is $1,931.26. <br />At this point the public hearing was opened for comments from the <br />general public. <br />Michael Barnes, 2571 Keller Parkway, asked why the other properties are <br />only being assessed 0.20 units when they have more frontage on Keller <br />Parkway than he does. The City Engineer explained that those properties <br />were assessed a full unit when Carla Lane was reconstructed and Mr. <br />Barnes' property was not assessed at all. He stated that when a property <br />has more than one side of street frontage, they are only assessed 100% for <br />one side and 20% for a second side. <br />The Engineer then explained the assessment hearing process. At that <br />hearing, which is typically in October, property owners have the <br />opportunity to voice opinions on the proposed assessments. The Council <br />would act on any objections received and then approve the assessments. <br />The assessment amounts can be paid within 30 days with no interest <br />charged; otherwise they will be assessed to property taxes for a period of <br />10 years with an interest rate of approximately 4.0%, depending on the <br />bond rates. Interest would then accrue to the date the assessment was <br />approved. The assessments can be paid off at any time. <br />Keis asked if the one person in attendance was in support of proceeding <br />with the improvement. The one property owner in attendance had no <br />objection to this project. <br />Keis introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2017-3-40 — ORDERING IMPRO VEMENT NO. <br />2017-04, KELLER PARKWAY MILL AND 0 VERLA Y PROJECT TO <br />BE COMPLETED BYRAMSEY COUNTY. <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (5). <br />Nays (0).
