MINUTES <br />CITY COUNCIL <br />FLI3RUARY 13, 2002 <br />Dan Knudsen, Planning Commission, stated that he liked Sherman's approach <br />to the retail component, especially the stand-alone retail building. Knudsen <br />felt that building could be developed as an upscale restaurant. However, <br />Knudsen felt that Sherman's not taking a senior citizen focus on the townhome <br />development component was a problem. He also noted that the townhomes he <br />proposed were not as upscale. Knudsen stated that he would like to see the <br />same developer redevelop both the northeast and southeast corner of the <br />intersection. <br />Tom Dw'ay, Planning Commission, stated that he liked Metro Plains team <br />approach, but Pelt they did not propose enough retail square footage. Duray <br />pointed out that Sherman proposed more retail, but indicated that he had <br />concerns with the freestanding retail building that Sherman proposed. Duray <br />felt that the community space component was an important piece. <br />Tom Wojcik, Planning Commission, stated that while he felt both developers <br />were good ones, he preferred Meu'o Plains. <br />The City Planner pointed out that Sherman's commercial development was <br />very focused on Rice Street while Metro Plains made more use of the Little <br />Canada Road frontage. The Planner felt Chat if Little Canada Road was to be <br />the City's main street, it would be a mistake to make the street entirely a <br />housing street. The Planner felt that Metro Plains responded to that Focus. The <br />Ptamter also noted that he did like the two-level townhomes given that they <br />have a more urban look. The Planner suggested that a mix of single-level and <br />two-level townhomes would be valuable for the area and make a more <br />interesting neighborhood. <br />L.aValle pointed out that Sherman estimated a shorter timetable For getting <br />construction started. Fahey suggested that Metro Plains may be more realistic <br />in the timeline that they have laid out Fahey stated that he favored Metro <br />Plains. Fle indicated that he liked the case studies that they laid out which <br />indicate to them that they are flexible to modifying their designs to meet the <br />needs of the community. Fahey also noted their efTorts in working with the <br />existing business community. <br />Fahey felt Chat perhaps part of the longer timetable that Metro Plains is <br />anticipating is due to their thinking that numerous neighborhood meetings will <br />have to be held. Fahey pointed out that the City held numerous meetings in <br />developing the sU'eetscape plan. Fahey anticipated an initial meeting with the <br />neighborhood and business owners, but pointed out that work has already been <br />done. <br />Scalze asked about additional green area or ponding. The City Planner <br />suggested that store ponding might be necessary. <br />
