MINUTES <br />CITY COUNCIL <br />FGBRUAI2Y l3, 2002 <br />Fahey stated that he preferred Metro Plains townhome approach that was <br />geared to senior citizens. <br />Scalze was concerned that there may be more atT~ordable housing units than <br />acceptable. She noted that residents have indicated that they would like to see <br />high-end senior housing. <br />Montour indicated that he liked Metro Plains team approach and the fact that <br />they went out and got Brookstone, a commercial developer, and added that <br />group to the team. On the other hand, Sherman would oversee the project, and <br />if there was a problem, there is one person to contact to get it resolved. The <br />downsize is that Sherman may be spread too thin overseeing all his projects. <br />Denise Biegbeder, Ramsey County, suggested that if the Council has questions <br />on affordable housing, that they look at some projects. She noted that there is <br />no difference in the afl'ordable units versus the market rate units. <br />Anderson indicated that he initially felt that Sherman & Associates should be <br />chosen. However, iu thinking about it, he liked the single-level townhomes <br />proposed by Metro Plains and suggested that adding some two-levels along <br />Little Canada Road would add an urban feel. Anderson pointed out that Metro <br />Plains has indicated they are flexible and will work to meet the community's <br />needs. Anderson felt their total proposal was more geared to the senior market, <br />and pointed out that Sherman is proposing to market the townhomes to first- <br />time homebuyers and empty nesters. While Shennan's numbers look better, if <br />some of his fnancing does not work out, the City will have to back off on <br />some things. Metro Plains took a more conservative approach financially. <br />Anderson stated that he felt more comfortable with Metro Plains. <br />Scalze stated that she would like to see the construction date moved up. Fahey <br />felt that the City would be the constraining force as tar as construction dates go <br />since the City will have to determine the input process and how many <br />neighborhood meetings will need to be held. <br />Scalze pointed out the need to ensure that there is adequate community space <br />in the senior building and that that space remains as common space. <br />"The consensus of the Council was to continue the workshop and have Metro <br />Plains in for additional questions. The City Administr'ator' indicated that he <br />will do some reference checking on Metro Plains. <br />Mr. Fahey intraduced the following resolution and moved its adoption: <br />
