MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />MAY 10, 2017 <br />Pursuant to due call and notice thereof a workshop meeting of the City Council <br />of Little Canada, Minnesota was convened on the 10"' day of May, 2017 in the <br />Conference Room of the City Center located at 515 Little Canada Road in said <br />City. <br />Mayor John Keis called the meeting to order at 8:42 p.m. and the following <br />members of the City Council were present at roll call: <br />CITY COUNCIL: Mayor <br />Mr. John Keis <br />Council Member <br />Mr. Christian Torkelson <br />Council Member <br />Mr. Tom Fischer <br />Council Member <br />Mr. Mike McGraw <br />Council Member <br />Mr. Rick Montour <br />ALSO PRESENT: City Administrator <br />Mr. Joel Hanson <br />City Planner <br />Mr. Steve Grittman <br />Associate Planner <br />Ms. Jessica Jagoe <br />City Clerk <br />Ms. Heidi Heller <br />Mayor Keis stated that the purpose of this evening's workshop is to start the <br />discussion about the City's Comprehensive Plan Update. <br />MEETING WITH The City Planner explained that the goal for tonight is for the Council to discuss <br />THE CITY what issues they want to tackle, and are there any issues hanging out there that <br />PLANNER TO should be dealt with. He stated that there were some items identified during the <br />DISCUSS THE goal setting session. He asked how the City wants to think of Little Canada as a <br />COMPREHENSIVE community. He noted that it is more of an inner -ring suburb, but over the years <br />PLAN UPDATE the City has taken pride in being unique. He asked how the City wants to <br />address the last few areas left for development, and how should the City <br />redevelop certain areas. <br />The City Planner stated that the zoning status of the three mobile home parks is <br />one of the Council goals. He explained that all three parks have been zoned <br />industrial or commercial since at least the early 1980's, and they are considered <br />non -conforming uses. He stated that many years ago, when they were zoned <br />this way, the thought was that the parks would not last and would change use, so <br />the zoning designations were to guide the change in land use when the homes <br />were gone. He noted that there is a mobile home district in the zoning code, but <br />the existing parks cannot comply with the requirements, so it is not a simple <br />
