Little Canada

2040 Comprehensive Plan Update

DRAFT WORK PROGRAM

To satisfy the Metropolitan Council submission requirements, the City will need to review and
update its current plans including the 2030 Comprehensive Plan, the Surface Water Management
Plan, the Transportation Plan, as well as information on City utilities and capital improvement
programming. As a fully developed community, Little Canada has an extensive history of
planning and development activity. In this respect, it is not anticipated that current plans and
ordinances will require dramatic changes. New challenges arise, however, as a community
transitions from “developing” to “developed”, and the Comprehensive Plan process provides a
forum for raising awareness of both challenges and opportunities.

Calendar. The Comprehensive Plan Update is to be complete by December 31, 2018. Prior to
that date, surrounding communities or other affected jurisdictions have up to six months to
comment on the plan prior to Met Council consideration. As such, we would plan to have a draft
ready by the end of February, 2018, with comment and editing conducted in March, and public
hearing and consideration of the draft approval in April of 2018. This will provide adequate time
for review by the affected communities, and submission to Met Council in time for final
adoption. We will prepare a more detailed calendar following the Start-up meeting to set
specific timeline objectives for the various components of the project.

Task I – Startup Meeting

At the Startup Meeting, we expect to cover the following topics:
A. 2030 Comprehensive Plan Summary
B.
