Task II – Inventory/Community Profile

The planning inventory/community profile will be a summary of existing conditions related to
Little Canada’s demographic profile, land use, housing land use controls, transportation and
infrastructure. This document will provide a historic reference and the empirical data base from
which the City will develop its Comprehensive Plan. The inventory must also reflect the
forecasted growth in population, households, and employment assigned to the City by
Metropolitan Council.

Based on our review of the Metropolitan Council Thrive 2040 document, the following inventory
information will be part of the Comprehensive Plan process.

A. Social/Profile. This section would provide a description of Little Canada’s demographic
composition including population, household characteristics, employment, age and
income. This information had been gathered for the City’s 2030 Comprehensive Plan
and will be updated. Census information and Metropolitan Council demographic
employment forecasts will also be utilized. This inventory information will be assembled
and formatted by NAC.

• Population/Forecasts 2010 – 2040
• Household/Forecasts 2010 – 2040
• Employment/Forecasts 2010 – 2040
• Age/Sex Characteristics 2000 – 2010
• Race/Ethnicity 2000 – 2010
• Income 2000 – 2010
• Education 2000 – 2010
• Labor Force 2000 – 2010

B. Natural Environment. This section describes environmentally sensitive conditions
within Little Canada that should be protected and will be a constraint on development. In
the case of a fully developed community like Little Canada, the natural environment
portion of the City will focus on the City’s water resources, wetlands, stormwater issues,
as well as the City regulations that provide environmental protection.

Most of this information is in the 2030 Comprehensive Plan and may still be pertinent
and may not need to be changed. This should be reviewed to determine if any changes
have occurred since the last Comprehensive Plan update.

C. Land Use Profile. Existing and proposed land use maps are required as part of the
Comprehensive Plan submission to the Metropolitan Council. The Metropolitan Council
requests that the existing and proposed land use map be submitted in a digital format as
well as a hard copy. A summary analysis of land use acreages will be prepared for the
land use maps. A proposed land use map will reflect the land use decisions made through
the comprehensive planning process by the City. NAC will prepare the land use profile.
The land use inventory must include:
