Upon completion of the tactic interviews and initial community input, <br />the summaries of issues and opportunities, and the inventory obtained by both efforts will <br />be presented at a joint comprehensive planning workshop for the City Council and <br />contact group. Through this workshop, an effort will be made to build consensus as to <br />the priority issues facing the community and the direction that the Comprehensive Plan <br />will take in addressing these issues. <br /> <br />E. Issue Summary. The issues and directions ascertained from the tactics interviews and <br />various community engagement activities will be summarized in a report. The issue <br />summary will identify the issues and community goals that will be addressed through the <br />Comprehensive Plan process and be included as part of the final report. <br /> <br /> NAC will prepare our issues summary that outlines the City on both a community-wide <br />as well as planning district scale. The issues summary provides the direction to the <br />subsequent Policy Plan and Development Framework. <br /> <br /> <br />Task IV – Comprehensive Plan – Policy Plan <br /> <br />A critical part of the Comprehensive Plan is the Policy Plan. The Policy Plan is a narrative <br />statement of goals and policies that respond to the issues and opportunities that are presented in <br />Task II and III. The Policy Plan will address topics of land use, natural resources, housing, <br />transportation, community facilities/services, economic development and redevelopment <br /> <br />Current community goals may not be too dissimilar from those established in the 2030 <br />Comprehensive Plan. In this light, we would review the current Policy Plan and identify what <br />goals and policy statements should be retained and what should be removed. <br /> <br />New goals and policies will be established through the review of the community issues and the <br />regional directives outlined the Thrive 2040 document. If the current policy statements are still <br />applicable, they may be retained and reduce the work within this section. <br /> <br /> <br />Task V – Comprehensive Plan – Development Framework, Categorical and Neighborhood <br />Planning Districts <br /> <br />The specific land use and community development recommendations shall be described both in <br />narrative and graphic format within the Development Framework. The Development Framework <br />will first address community issues in the following categorical basis: natural resources, land <br />use, transportation, community facilities and services, economic development, and <br />redevelopment.
