<br />The 2030 Comprehensive Plan outlines community issues both on community-wide and <br />neighborhood scales to insure thoroughness in planning. We expect to supplement this effort in <br />the 2040 Comprehensive Plan Update through the following steps: <br /> <br />A. Planning Commission Worksessions. The Planning Commission will receive regular <br />updates of plan progress and elements being addressed. As a part of these updates, input <br />and feedback will be a part of the discussion. Commonly, Planning Commission <br />discussions are reviewed by the City Council, and during the Planner’s discussion item <br />on the City Council agenda, these elements can be reviewed and further refined. From <br />time to time, we will suggest joint workshops separate from the regular meeting agendas. <br /> <br />B. Tactics Interviews. Interviews will be held with the City Council, Planning <br />Commission, City Administrator, and department heads to determine needs, issues, and <br />initial objectives to be addressed in the Comprehensive Plan. Through the tactic <br />interviews, the issue and future land use objectives of the community leaders will be <br />identified. The interviews will provide direction and focus with regard to local <br />community issues that must be addressed in the comprehensive planning document. <br /> <br />C. Public Participation. There a numerous opportunities for community engagement and <br />public participation in the planning process. We have incorporated the following into our <br />expected process: <br /> <br />a. Web-based comment forum. <br />b. Group with community leaders. <br />c. Regular reporting to Planning Commission and City Council in public forums. <br />d. Two public neighborhood-level workshops: <br />1. Residential areas. <br />2. Commercial/Industrial property owners. <br />e. Developer Forum – roundtable with local development community <br />representatives. <br />f. Survey #1: Online survey of issues and comment. <br />g. Survey #2: Follow-up online survey of concept plan options. <br />h. “Pop-up” engagement at Canadian Days. <br />i. Issue identification summary public open house. <br />j. Concept review public open house. <br />k. Public hearing on draft Comprehensive Plan Update. <br /> <br />There are additional public engagement efforts that can be undertaken, although they <br />have more specific costs and project budget implications. The following efforts can be <br />explored if the City wishes: <br /> <br />i. Random-sample telephone survey of community opinion (outside <br />contractor). <br />ii. Mailed survey of community opinion. <br />iii. Focus group meetings on individual issues and/or concepts.
