Density Standards. As a community with a suburban classification, as designed by the <br />Metropolitan Council, the density expectation for the City is an average development of five <br />units per acre for new development and redevelopment. Little Canada’s historic development <br />pattern that has often exceeded Met Council expectation. As such, the City successfully reduced <br />the original growth and density scenarios originally envisioned by the Met Council in its draft <br />2015 System Statement. Lower growth is expected through the planning period, respecting the <br />low density patterns dominant in the few remaining developable areas. <br /> <br />In identifying redevelopment sites, the City will need to identify residential densities that assist <br />in making the site redevelopment financially feasible, while maintaining the character of the <br />City. <br /> <br />The current 2030 Comprehensive Plan presents the density information in a manner consistent <br />with Metropolitan Council reporting. This information will be updated where needed and <br />presented in the same format. <br /> <br />Transportation. Transportation is integral to land use planning. The 2030 Comprehensive Plan <br />includes a transportation chapter that addresses streets, pedestrians, and transit. The City’s 2015 <br />System Statement reveals that regional transportation components have not changed significantly <br />from the current plan. In review of the Metropolitan Council requirements, the following <br />information will be required in the transportation chapter of the 2040 Comprehensive Plan. <br />Following the startup meeting, we can determine what information is currently available and <br />whether this is prepared by NAC or the City Engineer. <br /> <br />Traffic Analysis Zones: <br />• Include a table allocating forecasts population, household, and employment growth by <br />TAZ for 2020, 2030 and 2040. <br />• Describe how you have allocated demographic growth based on your plan’s assumptions <br />for guided future land use (e.g., density, mix of uses, locations for new development, <br />highway/transit access, redevelopment, etc.). <br />• When doing your land use planning, accommodate development densities around transit <br />consistent with density expectations established in Chapter 3 of the 2040 Transportation <br />Policy Plan (2040 TPP). <br /> <br />Roadways (with the assistance of the City Engineer): <br />• Describe and map functional classifications of all roadways within the community. <br />Identify all principal arterials of the metropolitan highway system 2040 (Highway 7). <br />• Identify A minor arterials within the community and describe them using the following: <br />o Number of lands existing/future. <br />o Traffic volumes both ADT and HCADT. <br />o Rights-of-way widths. <br />o Describe corridor studies and proposed improvements. <br />Little Canada’s A minor arterials are County roads and as such, we must coordinate their <br />planning with Hennepin County. <br />• Complete streets option. <br />
