<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Little Canada Planning Commission <br /> <br />FROM: Jessica Jagoe, Associate Planner <br /> <br />DATE: April 6, 2017 <br /> <br />RE: 2586 Spruce Street – Lot Split <br />Background <br />Paul Johnston has requested a simple subdivision for a lot split at 2586 Spruce Street. The subject site <br />is 20,908 square feet and the proposed lot split would be to create two single family residential lots. <br />The property is presently occupied by one single family dwelling with two detached accessory <br />buildings. A fire occurred in 2016 on this property which resulted in the death of the homeowner and <br />caused significant damage to the north side of the house. Following the fire, the Building Official did <br />conduct an inspection of all the structures, but they did not meet the threshold as required by State <br />Statute in order to deem them a Hazardous Building. Since that time, the City has been waiting for the <br />property to work its way through probate court in order for a family member to be given title of the <br />property which is necessary in order to make repairs or demolish the structures. This application is a <br />result of the process being completed. <br />The applicant has a demolition permit under review by the Ramsey County Department of Health for <br />removal of all three structures. Upon approval, Mr. Johnston will apply for the City demolition permit <br />and then proceed with removal of the structures, including foundations and concrete. <br />The proposed lot split as mentioned would create two single family residential lots. The applicant has <br />indicated that if approved, two new single-family dwellings will be built. <br />Analysis <br />Zoning/Land Use. The subject site is zoned R-1, Single Family Residential which lists “single family <br />dwellings” as permitted uses. The proposed use for two single family residential buildable lots is <br />consistent with applicable zoning code requirements. <br />Lot Area and Width.
