<br />As shown above, both lots comply with applicable R-1 District lot area and width requirements. <br />Setbacks. As previously indicated, the applicant has plans for two new single-family residential <br />homes. Staff has reviewed the setback requirements for R-1 Single-Family Residential as shown <br />below. At this time, they are not sure of the placement and layout of the new structures, but Mr. <br />Johnson has agreed that both properties will comply with the setback requirements. It would be staff’s <br />recommendation that approval of the lot split would be subject to any future plans for these lots to be <br />in compliance with R-1 standards for setback requirements at the time of construction. <br /> Setback Requirement <br />Front Yard Not less than 30 feet <br />Side Yard 7 ½ feet <br />Rear Yard Not less than 30 feet <br /> <br />Easements. The certificate of survey submitted by the applicant does show the 6 foot perimeter <br />drainage and utility easement around both lots. <br />Park and Trail Dedication. As a condition of lot split, it is recommended that the new Parcel B be <br />subject to the City’s park and trail dedication/cash contribution requirements of $3,500 payable at the <br />time of construction. <br />Grading, Drainage & Utilities. Per the City Engineer, the 6-foot drainage and utility easements being <br />dedicated along all lot lines meet the standard requirements. Additionally, the applicant should <br />provide a grading plan for staff review and approve to verify that the drainage from each lot will be <br />conveyed within the provided drainage and utility easements prior to issuing a building permit for both <br />lots. <br />City staff is aware from the Public Works Director that there is only one water and sewer connection <br />available to this property (available to the south lot). Therefore, the applicant will be required to install <br />a new water and sewer service connection for the north lot as a result of the proposed lot split. The <br />installation of these services will require work being performed in the street. The applicant will be <br />required to install these services subject to the specifications as outlined in Section 205, Sanitary Sewer <br />System and Section 1601, Municipal Water System. In addition, the repair work that is completed to <br />the City street as a result of these services being installed must meet city street standards as outlined in <br />Section 502, Street Construction Specifications. <br />Summary and Recommendation <br />The proposed lot split is consistent with applicable zoning and subdivision ordinance requirements. As <br />a result, Planning Staff recommends approval of the lot split at 2586 Spruce Street subject to the <br />following conditions: <br />1. The applicant removes all existing structures on the property prior to the commencement of any <br />new construction. <br />
