MINUTES <br />PLANNING COMMISSION <br />APRIL 13, 2017 <br /> <br /> - 4 - <br />Pharmacy property at 2650 Rice Street, and will be maintained by the <br />property owner of 2650 Rice Street. <br /> <br /> Motion seconded by Sandell. <br /> Motion carried 6-0. <br /> <br /> <br /> The City Planner reviewed the townhome proposal and the changes that <br />have been made since the Planned Unit Development was approved. He <br />explained that the applicant is now working on subdividing the property <br />into the individual unit lots. He stated that the original proposal was for 14 <br />units with the stormwater ponds on the east side of the property, but the <br />submitted plan now shows 16 units with the ponds on the west side. The <br />City Planner noted that the plan shows a turn-around lane for emergency <br />vehicles provided between the two buildings on the south side, removal of <br />visitor parking spaces, and the landscape plan is much sparser than the one <br />that was previously approved. He reported that the City Engineer’s report <br />states that there are still issues to work through and he does not recommend <br />acting on this until everything is done. <br /> <br /> The City Planner noted that the City and applicant recently received <br />notification from Ramsey County about wanting some ponding easement <br />area on these parcels to manage their stormwater requirements when Rice <br />Street is reconstructed in the future. He explained that could change the <br />plat again. <br /> <br /> Andrea Main, 81 Iona Lane, wanted to ensure that there will still be the 30 <br />foot setback on the south side, a fence installed to screen her property and <br />the applicant be required to consult an arborist. The City Planner stated <br />that those requirements were made as part of the Planned Unit <br />Development approval and will remain in effect. <br /> <br /> Todd Franzen, owner of Cash for Houses, LLC, explained that he recently <br />changed engineering firms. He showed the most recent site plan to the <br />Commission. Eli Rupnow, AMI Engineers, stated they are waiting to hear <br />back from Ramsey County about the easement area. He reported that there <br />still is a fence along the south side and some additional screening in the <br />turn-around area. Mr. Franzen stated that the updated plan now shows 15 <br />units in order to meet the stormwater requirements. Mr. Rupnow explained <br />that they want to pave the least amount of area because the more that is <br />paved, the bigger the ponds have to be. Sandell asked if they would be <br />willing to cooperate with the County. Mr. Franzen stated that they would <br />lose four to five units because of the amount of land the County wants, so <br />unless the County offers enough money to compensate for that loss, he is <br />moving forward with his current plan. <br />PRELIMINARY <br />& FINAL PLATS <br />AT 2736 & 2744 <br />RICE STREET; <br />APPLICANT: <br />CASH FOR <br />HOUSES, LLC, <br />TODD FRANZEN <br />
