<br />2 <br /> <br />street. They have accomplished this, however, by reducing the driveway length <br />from the originally recommended 25 feet to 23.5 feet. This change would <br />accommodate parking of a large pickup truck in the driveway between the curb <br />and the garage with just 2 to 3 feet to spare. <br /> <br />5. The landscaping plan is revised to add complete details of the planting areas, <br />including shrub plantings, and all groundcovers on the site. <br /> <br />The applicants have submitted a revised landscape plan that reduces the total <br />number of trees along the south line of the buildings, but adds deciduous trees <br />and lawn area. The applicant’s plan shows a fence along the south boundary as <br />requested – a detail of the fence construction and materials should be submitted. <br />The neighbors to the south were concerned about screening, and this <br />combination of tree planting and fencing should limit impacts. Moreover, the <br />revised layout eliminates parking bays that would have faced the single family <br />area, so impacts should be limited. The applicants should verify that building <br />lighting is hooded so as not to shine directly at the neighboring residential area. <br /> <br />As requested, the plan identifies shrub planting areas and other tree planting in <br />the common “front” yard spaces. The stormwater ponds would be planted with a <br />seed mix specified for “wet prairie” locations. <br /> <br />It is noted that the applicant should limit grading disturbance along the south <br />boundary to permit existing tree survival wherever possible. Planning staff would <br />recommend the addition of ornamental plantings in front of, and around, the <br />stormwater ponding areas to enhance the visual impact of the project from Rice <br />Street. In addition, a planting of shrubs at the end of the turn-around area would <br />improve the visuals in this area as well. <br /> <br />6. Review and comment by the City Fire Marshal. The Fire Marshal should <br />comment in a separate review letter. <br /> <br />7. The applicant submits documents that would establish an association and <br />necessary maintenance agreements to be reviewed by the City Attorney. <br />Association documents will be reviewed as a part of the Final Plat review. <br /> <br />8. The applicant enters into a development agreement with the City ensuring the <br />development is consistent with all PUD and Plat approvals. The Development <br />Agreement typically is included as a part of the Final Plat review. <br /> <br /> <br />Summary and Recommendation <br /> <br />With the submission of the additional materials requested in the previous reports, staff <br />can recommend approval of the Preliminary and Final Plat requests.
