The thickness dimensions of the planting medium on the Bio-filtration detail <br />do not match the elevations provided for each layer. The applicant should <br />verify the material thicknesses required by the Watershed District and revise <br />the detail to eliminate the differences. The detail also calls out for shredded <br />hardwood mulch and plantings per the landscape plan. The landscape plan <br />calls for seeding of the basin and erosion control blanket so we question the <br />need for hardwood mulch. The basin will not be accepted until the vegetation <br />has been established regardless of the planting methods or material used. <br />3. The 5% iron filings by weight should be added to the fine filter media not into <br />the planting medium <br /> <br /> <br />Drainage Calculations <br />The drainage calculations submitted are approved and document compliance <br />with the City’s stormwater requirements. <br /> <br />General Comments <br />1. The applicant has provided a copy of a letter providing conditional approval <br />from the Ramsey Washington Metro Watershed District. The applicant <br />should provide a copy of the final permit and National Pollution Discharge <br />Elimination System (NPDES) permit prior to any construction work. <br />2. Documentation of approved permits must be provided for the impacts in the <br />Ramsey County right-of-way along Rice Street. <br />The applicant has modified the location of the turn around and addressed a number of <br />the comments from our previous review. At this time we would recommend that the <br />Planning Commission approve the development subject to the comments above, any <br />comments from the City Planner and City Staff, and Ramsey County approval.
