STAFF REPORT

TO: Mayor Keis and Members of City Council

FROM: Bill Dircks, Public Works Director

DATE: May 19, 2017

RE: Security Cameras at Old Fire Hall

The recent vandalism incidents at the rink building along with continued graffiti episodes at the skate
park has led to looking into putting up cameras at the Old Fire Hall to monitor the property. Cameras
would also enable staff to monitor events at the Old Fire Hall or review footage if something were to
happen in either the upper or lower lot.
There is no fiber optic cable at the Old Fire Hall but there is a line of sight from there to City Hall.
Therefore, an antenna can be put up at each location and the Old Fire Hall can be set up on Roseville’s
system.
Staff met with Roseville IT and Master Technology Group on site to look at the best locations and
camera types for the building. It was decided that four cameras would be a good start for the property.
One would be mounted in the northeast corner to look at the doors of the upper part of the building.
Another would be on the back of the building directly above the entrance to the rental hall to monitor
that door as well as the lower parking lot. A third camera would be mounted towards the northwest
corner of the building to monitor the skate park. And the fourth camera would be at the southwest
corner of the building to monitor the rink building. The rink building is too far away from the Old Fire
Hall to run wire and a camera to the building. Another antenna is an option, but if there is a security
system at the rink building then a camera that can see people heading down that way may be sufficient.
An IP telephony phone can be installed at the Old Fire Hall using the antenna as well as Wi-Fi for the
rental hall and possibly outside as well.
The cost to install all of the equipment and cameras is as follows:
Master Technology Group wiring: $2,638.26
Cameras: $2,607.96
Antennas/Radios/Misc. equip.: $890.00
Total: $5,335.22

There would also be an ongoing annual maintenance fee of approximately $500 for Roseville to store
the footage and maintain the software and hardware.
