Goals: <br />1. Substandard housing shall be removed when it is judged not economically feasible to correct <br />deficiencies. <br />2. Maintain housing values by promoting home repairs, maintenance and site clean-up through <br />code enforcement. <br />3. Provide for a variety of housing types that allow people of all ages to live in Little Canada. <br />4. Create and maintain high quality neighborhoods that are compatible with adjacent land uses. <br />5. Address the density, affordability and unit type requirements for housing as required by the <br />Metropolitan Council. <br /> <br /> <br />1. All new housing shall adhere to the highest community design, planning and construction <br />standards. <br />2. Promote and implement programs for new housing, housing rehabilitation, maintenance and <br />redevelopment through the EDA in order to address the changing housing needs of Little <br />Canada residents. <br />3. Low density residential neighborhoods shall be protected from encroachment or intrusion of <br />incompatible, more intense uses by buffering and separation. <br />4. Preserve and maintain existing density and character of residential neighborhoods. <br />5. Protect residential neighborhoods from the intrusion of through-traffic. <br />6. Maintain a balance in the types and quantities of housing units available in the City. <br />7. Medium and high density housing is to be included at the periphery of commercial areas. <br />8. Discourage the introduction of commercial land uses in residential districts. <br />9. All service and commercial uses shall be adequately screened or buffered from adjacent <br />residential development. <br />10. Strongly discourage any further spot or uncoordinated linear residential development in favor <br />of a unified development pattern. <br />11. Violations of property maintenance which infringe upon residential neighborhood quality, <br />pose public health and safety problems and threaten neighboring property values shall be <br />aggressively eliminated. <br />12. Residential development shall be protected from adverse environmental impacts including <br />noise, air and visual pollution. <br />13. Accessory buildings within urban areas shall be of compatible design and size to maintain <br />residential character. Such buildings shall be limited to residential use related activities. <br /> <br />Commercial Land Uses <br />The majority of the City’s commercial land uses are located along Rice Street, which forms the western <br />boundary of the City. The heart of Little Canada’s commercial district lies near the intersection of Rice <br />Street and Little Canada Road. Many of the City’s past planning efforts have been focused on <br />redevelopment of these commercial areas. The City has five commercial zoning districts: Business- <br />Industrial (B-1), Auto-Oriented Business (B-2), General Business (B-3), Comprehensive Business (B-4) <br />and Business-Warehouse (B-4). <br /> <br />Goals: <br />1. Maintain and improve the Rice Street area as a safe, viable, orderly, productive and enhanced <br />environment for the residents of the community. <br />2. Maintain and promote balanced commercial development and activity which is viable and <br />responsive to the needs of the community and surrounding market area.
