3. Develop the Rice Street and Little Canada intersection as Little Canada’s principal commercial <br />center. <br />4. Pursue development and/or redevelopment of commercial uses along the entire length of Rice <br />Street consistent with development standards being utilized in the Rice Street/Little <br />Canada Road corridor. <br />Policies: <br />1. To the extent possible, the provision and maintenance of a balanced variety of development <br />types and areas to satisfy the needs, desires and income levels of all people shall be <br />encouraged. An over-supply of one type or variety of development shall be avoided. The <br />community is best served, and new development is best encouraged, when as broad an <br />array of commercial uses are provided as is possible within the context of the market. <br />2. Standards of development quality shall be considered for all proposed developments in the Rice <br />Street Corridor to ensure an enhancement of community character. Such standards shall be <br />uniformly applied and enforced. <br />3. There are several areas along Rice Street where conflicting land uses exist. Where practical, <br />these conflicting, non-complementary uses shall be eliminated through removal and <br />relocation. The City may opt between city-initiated projects and privately initiated projects. <br /> <br />Industrial Land Uses <br />The majority of Little Canada’s industrial uses are located within the northwest quadrant of the <br />City. Future industrial land uses are guided as “Industrial” as shown on the Future Land Use map. <br />Existing industrial land uses are divided among the City’s three industrial zoning districts: Light <br />Industrial (I-1), General Industrial (I-2) and Industrial Park (I-P). <br /> <br />Goals: <br />1. Promote continued industrial development in order to expand the local employment base and <br />opportunities within Little Canada. <br />2. Provide industrial development areas that attract businesses and offer employment opportunities <br />for Little Canada residents. <br />3. Provide opportunities and mechanisms for reinvestment in established industrial areas and <br />redevelopment of targeted areas. <br />4. Ensure that opportunities exist for business expansion and growth within the City in order to <br />retain key businesses and preserve the industrial tax base. <br /> <br />Policies: <br />1. Continue to maintain the City’s industrial tax base to assist in paying for needed services and in <br />reducing tax impact on residential land uses. <br />2. Existing industrial uses shall be retained and new industrial development shall be encouraged to <br />locate in existing industrial parks and industrially zoned areas. <br />3. Encourage industrial site designs that integrate the facility with natural features of the land and <br />provide an aesthetically attractive appearance. <br />4. Outside storage of equipment and materials shall be screened and landscaped to eliminate any <br />visual impact. <br />5. Existing industrial development and new industrial development shall not cause pollutants or <br />contaminants to be emitted into the surrounding environment in excess of state and federal <br />regulations. <br />6. An aesthetically pleasing environment free from excessive outdoor storage shall guide the <br />physical development of the northwest quadrant of the City.
