• Create a “WOW” factor playground that exceeds the typical playground design. In
considering this option, our budget is likely not large enough but I also don’t know what
number is needed to create this option. I also can’t describe what a “WOW” factor
playground is, but we would know it when we saw it. I would urge you to not think in
terms of budget constraints if this option has appeal with the understanding that it might
mean delaying the project until we can achieve a budget amount sufficient to accomplish
this objective. I would also expect that the public input process would be more involved.
Finally, we would likely need only one “WOW” factor playground, so if this option has
merit, we would move ahead with one of the playgrounds while we work on the other for
another year.

I should also add that I would assume only one of the parks would be considered for a
“WOW” factor. In that regard, Pioneer may be the best option because of a flatter grade,
more open area, and a greater amount of parking. With Spooner’s limited parking and
shelter use, it would seem conflicts would be more likely with shelter renters versus
playground users.
In terms of the process, staff would recommend we bring in some playground equipment vendors to
have them provide us more background in these possibilities in terms of what the playgounds may
consist of and the expected costs for each option. This could occur at a staff level in terms of
information gathering. Staff would then prepare a report for your consideration that would serve as
the basis for further direction from you. As we become more focused, I would envision the P&R
Commission having meetings (workshops) with vendors to review a more defined range of options.
(Note: We would also welcome your input as to any ideas that should be considered.)
Another option from a process standpoint would be to retain a consultant to assist us with this process.
And while that may ultimately be necessary, I would recommend we do some initial research on our
own before heading down that path due to the additional costs associated with a consultant.
At Thursday’s meeting, your input as to how you would like to proceed would be appreciated. I
should also note that you are welcome to take an altogether different direction than what I have
indicated above.
