STAFF REPORT

TO: Parks & Recreation Commission Members

FROM: Joel Hanson, City Administrator

DATE: January 26, 2017

RE: 2017 Playground Projects

In 2017, we budgeted $115,000 for playground equipment in Pioneer Park and another $115,000 for
playground equipment in Spooner Park. To ensure we have a chance of completing these projects in
2017, staff would like input from the Parks & Recreation Commission as to what you would like to
accomplish and the process we should use.
Some background information for your consideration:
 Spooner Park Playground Constructed in 1989.
 Pioneer Park’s playground was constructed in 1991.
 Both structures were repainted using an electrostatic process in 2007.
In considering upgrades to both playgrounds, there appears to be three options for the P&R
Commission to consider. They are:
• Rehab the existing structures and enhance the facility with some new
equipment/features. (This would include ADA compliance and any other safety design
factors such as material to be placed on the ground for fall protection.)
In the case of Pioneer Park, staff had obtained an estimate from a vendor that indicated the
cost for replacement of the wood decking was estimated at $17,050. Other play structure
repairs were estimated at $24,595. Miscellaneous repairs to other equipment were
estimated at $1,859. That totals $43,504 for repairs leaving $71,496 for new
equipment/facilities and safety enhancements such as engineered wood fiber and geo-textile
fabric for the ground surface. (Copies Attached)
For Spooner Park, wood decking replacement is estimated at $15,820. Replacement of
existing equipment is estimated at $64,131. That would leave $35,049 for new equipment
and safety enhancements. (Copies Attached)
• Entirely replace the existing equipment with new ADA/Safety Compliant features.
I believe the $115,000 figure was intended to accomplish this option, subject to the specific
equipment/features selected. The scope of this work would need to be defined.
