STAFF REPORT

TO: Parks & Recreation Commission Members

FROM: Joel Hanson, City Administrator

DATE: January 27, 2017

RE: Parks & Recreation/Community Services Hiring Process

The ads have been placed on the League of Minnesota Cities’ website, the Star Tribune, the Minnesota
Council of Non-profits, the City’s newsletter (coming out in a couple days), our website, and Channel
16. We chose to utilize some of the on-line job posting services due to cost and targeting
considerations. To date, we have received 15 applications (9 are complete and have submitted all
required items) and the job does not close until February 10th.

To ensure the P&R Commission is involved to the extent you deem appropriate, I am putting forth a
suggested process/participation list. Your comments in terms of any adjustments you feel are
appropriate are welcomed and will be forwarded to the Council for consideration at their meeting of
February 8th.

Here is the tentative schedule/process:

Friday, February 10th - Applications Due by Close of business
Week of February 13th – Staff to Review/Rate Applications
Week of February 20th – Staff Conducts Phone Interviews of Initial Selection List (estimate 5 to 10
candidates). Based on this
Week of March 6th – Face-to-Face Interviews with Finalists (estimated at 3 to 5 candidates).
Interviews will be conducted by the City Council using a pre-prepared questionnaire. The full P&R
Commission is invited to attend as our members of City Staff. Attending Commission Members will
participate in the deliberation of candidates leading to selection.
Week of March 13th – Background checks and Offer of Employment
April 3rd – April 10th – Anticipated Start Date

Cc: Mayor & City Council
