2

KEY ASPECTS OF THE PROCESS:

In addition to the creation of an updated Parks Master Plan, this process must address the
following:

• As part of the update to the trail system plan, the City needs to distinguish between
sidewalks, trails, on-street paths (paved shoulders) and their relative suitability for use in
the trail system plan. Our current trail plan shows some on street trails utilizing paved
shoulders. In other cases where paved shoulders exist, the plan shows “future trail
development” as the objective. We need to define the situations where the use of on-
street trails is acceptable, develop a policy for continued use or conversion, and then
update the plan accordingly.
• Use of the public engagement process to help develop a concept for the creation of
“Wow” factor facilities in Pioneer Park.
• Identification of new opportunities/needs given changing demographics and recreation
trends.
• Utilization of a public engagement process that includes participation from City Council,
Parks & Recreation Commission, City Staff, Little Canada Recreation Association,
community members, and park users. This process needs to encourage diverse
participation.
PROJECT TASKS:

Task 1 – Existing Conditions Inventory and Analysis

The Consultant, with the assistance of C ity S taff, shall gather existing
documents and information to gain a thorough understanding of the Little Canada’s existing park
and trail systems. At a minimum, the inventory shall include the following:
• Park name, type, and purpose
• Park location (address)
• Acreage
• Facilities and amenities
• Assessment of physical conditions and functionality
• Available programs and events
• Maps illustrating the location and each type of park
• Trail/Sidewalk System

This process shall also include a review of existing plans and documents that are relevant to
the development of existing conditions and the Final Master Plan. This review includes, but is
not limited to the following:

• Parks & Recreation Vision Statement (attached to this document)
• 2008 Parks Master Plan (attached to this document)
