That report will be presented to <br />the City Council, Parks & Recreation Commission, and the Little Canada Recreation <br />Association at a joint meeting for the purpose of developing an understanding of the City’s <br />sentiment towards the needs, desires, opportunities and constraints of City parks, facilities <br />and programs. <br /> <br />Task 2 – Public Engagement <br /> <br />The public engagement phase of this planning effort will evaluate and identify the <br />community’s vision for the City of Little Canada parks and trails systems as well as perceived <br />strengths, deficiencies, and opportunities. Particular emphasis must be placed on utilizing a <br />diverse array of outreach methods, expanding the overall number of participants and age range <br />of participants, facilitating participation by under-represented populations (seniors, children, <br />youth, young adults, families, ethnic groups, low to moderate income neighborhood, etc.). <br />The Consultant, through their proposal, must be prepared to demonstrate how they will <br />address this objective. <br /> <br />Task 3 – Revised Needs Assessment; Vision Development, Design Guidelines and <br />Implementation Strategy <br /> <br />The revised needs assessment, compiled after significant public input, shall address, but not <br />necessarily be limited to the following topics: <br />• Resident use of parks/facilities/programs/trails <br />• What resident families do for recreation <br />• Residents recommendations for improvements to parks, programs, and trails <br />• The importance, benefit or influence of parks and recreation activities on residential <br />life and sense of community <br />• Ideas for d evelopment of a “Wow” factor at Pioneer Park <br />• Prioritize demands and identify parks and recreation opportunities <br />• Establish level of service guidelines <br />• Develop policy recommendations <br />• Provide a strategic action plan <br />
