4 <br />Task 3 – Revised Needs Assessment; Vision Development, Design Guidelines and <br />Implementation Strategy <br /> <br />The revised needs assessment, compiled after significant public input, shall address, but not <br />necessarily be limited to the following topics: <br /> <br />• Resident use of parks/facilities/programs/trails <br />• What resident families do for recreation <br />• Residents recommendations for improvements to parks, programs, and trails <br />• The importance, benefit or influence of parks and recreation activities on residential <br />life and sense of community <br />• Ideas for development of a “Wow” factor at Pioneer Park <br />• Prioritize demands and identify parks and recreation opportunities <br />• Establish level of service guidelines <br />• Develop policy recommendations <br />• Provide a strategic action plan <br /> <br />Task 4 – Preparation of Draft Master Plan <br /> <br />The Master Plan for the parks and recreation system of the City of Little Canada should reflect <br />the needs of the residents and visitors by setting standards for appropriate service, document a <br />comprehensive graphic record of the process, and provide a guiding document for the future. <br /> <br />The standards, through a strategic action plan, should identify the essential facilities needed to <br />provide and sustain the level of park and recreation services that are consistent with the <br />Comprehensive Plan that are supported and desired by the residents and necessary to support the <br />City’s seasonal visitor population. <br /> <br />The Final Master Plan must be formatted with a template that may be updated by the City on <br />an “as needed” basis. <br /> <br />Task 5 – Conduct Public Hearing on Master Plan <br /> <br />A public hearing shall be held on the draft document prior to placing it in final form. Significant <br />comments received at this hearing may be incorporated into the final draft. <br /> <br />Task 6 – Adoption of Parks Master Plan <br /> <br />RFP SUBMITTAL REQUIREMENTS <br /> <br />• Please provide the following in your Proposal: <br />• Cover letter. <br />• Understanding of the project, opportunities and challenges. <br />• Project approach experience of the lead firm in a brief profile. <br />• Relevant experience and professional discipline of the key individuals that will work on <br />this project.
