We would like the proposer
to include a separate proposal statement outlining personnel to be assigned, hourly rates, and any
appropriate explanation of services that could be provided. Ideally, we would like a five (5) year
lock for the rates proposed. However, if this is unrealistic, please provide an alternative
submittal with an explanation for the basis of your changes.

SELECTION PROCESS

City Staff will evaluate all proposals received and present the top three proposals to the Parks &
Recreation Commission that, in their opinion, best address the Master Planning process to meet
the City’s needs. The finalists will then be interviewed by members of the Parks & Recreation
Commission, City Council, and City staff.

The City reserves the right to select the proposal deemed to be in the City’s best interests based
on our sole judgment and determination. The City also reserves the right to segregate the award
for Parks Master Plan services and On-Going Consulting services if deemed to be in our best
interest.
