STAFF REPORT

TO: Parks & Recreation Commission

FROM: Bryce Shearen, Parks & Recreation/Community Services Manager

DATE: May 4, 2017

RE: Spooner Playground Update

At the last Council Workshop on April 26, 2017, the Council discussed the Parks Master Plan
(included are the minutes of the April 26, 2017 workshop). The Council felt that building a new
playground at Spooner Park should be held off until the Parks Master Plan has been completed
since it may show a different idea for Spooner Park. It was also mentioned that there may be some
grant money and additional funding available, and staff should look into those options.

The plan is to go ahead and show the concept designs that have been received by the vendors at
the Arbor Day Ceremony and get feedback from the students of both Little Canada Elementary
and St. John’s School that will be present. The timeline of the new Spooner Playground is yet to
be determined, but it could be ready for fall of 2017 or early 2018.

The concept designs that are being shown at the Arbor Day Ceremony have some minor changes
from the ones submitted at the last Parks & Recreation Commission meeting after hearing feedback
from the Commission members. The main play structures are taller and some of the ground level
events have been updated. Most of the vendors have laid out two options, one of which is keeping
the existing containers “as is” and the second option is if the container size were to be increased
allowing for more equipment. Even though the playground is put on hold, the feedback from
everyone will be a great head start for what the City could potential build at Spooner Park. In the
meantime, staff will look into grant options and possible sources of additional funding.
