MINUTES <br />PARKS & RECREATION COMMISSION <br />November 3, 2016 <br />for Capital Improvement Projects within the Parks, while maintaining <br />adequate funds in the account for future acquisition needs. Darling <br />seconded the motion. The motion passed 5 – 0. <br /> <br />The Director stated that Chu’s and Chair Miller’s terms were coming to an <br />end and they would both need to renew if they want to continue. To <br />reapply, the member has to submit a letter of intent to the City Clerk. The <br />positions will also be advertised as open. <br /> <br />Chair Miller stated the City Council has asked to hold a joint workshop <br />with the Parks and Recreation Commission on Wednesday November 16th <br />at 6:00pm to discuss Capital Improvement Projects and Funding. <br /> <br />The Recreation Supervisor reported she had spoken with two people from <br />the City of Lauderdale where they used to have a skating rink that was <br />also used as a dog park. They said it was well liked and used until the <br />skating rink was cemented in. Rosemount also had two skating rinks that <br />were used as dog parks between April 1st and November 30th. The <br />Recreation Supervisor explained that although dog owners were not able <br />to use the area in the winter months, it was never a problem because they <br />knew when it was open and rules were also posted at the site. Schletty <br />noted using a skating rink as a dog park would also be a good way to pilot <br />its usage. Chair Miller asked if the cities had to invest any money in the <br />dog park. The Recreation Supervisor indicated the amount was very <br />minimal. Chair Miller asked if the City owned the ice rink near the <br />Roseville Middle School. The Recreation Supervisor said she was unsure. <br />Schletty asked if the City would need to worry about any liability issues. <br />The Recreation Supervisor thought providing rules would limit any <br />liability issues. <br /> <br />The Recreation Supervisor reported the last Market Place Morning Talk of <br />the year would take place Wednesday November 9th at 9:30 at the Bingo <br />Hall. They will be having a holiday party. <br /> <br />The Recreation Supervisor reported basketball registration for girls and <br />boys grades 3 – 8 was open until the end of the week. Registration can be <br />done online or in person, but needed to be turned in as soon as possible <br />since the department had extended the registration deadline and teams <br />were being formed. <br /> <br />The Director reported the Little Canada Recreation Association was <br />moving forward with the funding for updating Gilbertson Field. The <br />LCRA has approved spending up to $35,000 on new sod, new bleachers, <br />placing concrete slabs underneath the player benches, and replacing the <br />fencing. <br /> <br />OTHER <br />BUSINESS
