MINUTES
PARKS & RECREATION COMMISSION
February 2, 2017
standards because of the grade the narrow right-of-way prevent the use of
switchbacks.

Darling commented she liked the survey and thought it included all of the
topics the Commission wanted to hear from the public. The Commission
agreed. Darling mentioned she had received a call from Rockne Waite.
She explained he was out of town right now, but would like to come to the
May meeting and share his ideas. Darling made a motion to invite
Rockne Waite to the May meeting. Ray seconded the motion. The
motion was unanimously approved.

Schletty asked when the survey would be distributed and what the timeline
would look like. The City Administrator stated the next newsletter would
go out April 1, so the survey would need to be finalized by the middle of
March to meet the printing deadline. The City Administrator asked if the
Commission would like Waite’s opinion on the survey. Darling thought
the survey was pretty straight forward, and the Commission could wait
until May to hear from Waite. The Commission agreed.

Chu mentioned surveys have to be very careful in their wording and noted
the word “abut” when referring to residents who had property on West
Savage Lake, was too technical, and should be rephrased. The City
Administrator noted staff had been concerned about the wording for that
question. He explained the initial draft had used adjacent, but been
changed to abut because that was more technically correct. The City
Administrator indicated he would look at other ways to phrase this. He
also mentioned he would change the term “portaging” to “transporting”.
Chu asked if there was a way the survey could include a cover page which
engaged readers by including bold terms like “what” and “why” and short
descriptions. She thought this may help get people’s attention and interest
people to take the survey. Councilman Fischer suggested a 10 word
summary at the top of the page. Schletty suggested clarifying this
wouldn’t impact resident’s taxes.

Ray reminded the commission that this project was one of many included
on the prioritization list, and it would be important to tell residents the
project, if granted by residents, may not begin immediately. The City
Administrator noted there were many questions still surrounding this
project, like if motor boats would be allowed access. Chu thought a
disclaimer regarding the possibilities of this project should be included in
the survey. The City Administrator suggested a feasibility statement.
Horwath noted canoe was misspelled in question 4. The City
Administrator suggested the Commission email him with any further
questions or suggestions, and he would send out a revised copy for the
next meeting.
