MINUTES <br />PARKS & RECREATION COMMISSION <br />March 2, 2017 <br /> The City Administrator explained the Commission had many ideas they <br />seemed ready to implement, but noted the goal setting session had shown <br />that the Council would like the Commission to update the Master Plan <br />before moving forward with some of these projects. He thought, although <br />Spooner Park needed to be updated and refreshed, the Commission could <br />wait until after a plan was made because the park was currently <br />structurally sound. Chair Miller noted the dog park project was meant to <br />be an inexpensive trial project to observe usage and see if a year round <br />dog park was needed. He explained that he would like to see Spooner <br />Park be upgraded this year. Horwath agreed. Chair Miller asked about <br />the goal for Wi-Fi in city parks. The City Administrator explained that <br />was a manageable task that could continue, and there was already Wi-Fi in <br />Spooner Park. Chair Miller suggested moving forward with the Spooner <br />Park play equipment refresh, continuing the dog park project, adding Wi- <br />Fi in the parks, and also working on the Park Master Plan before <br />continuing additional projects. Horwath asked if the Commission had <br />looked into surrounding communities use of ice rinks as dog parks in the <br />off season. The Recreation Supervisor reported she had looked into the <br />City of Lauderdale’s use of an ice rink as a dog park. She explained <br />Lauderdale residents did not like the location because it did not offer <br />proper drainage and was very muddy, and was eventually moved to an <br />open space. She explained she was not sure if the Demont Ice Rink would <br />be adequate for a dog park, but she would check with staff to see if it <br />would be feasible. Horwath reasoned drainage would be a big concern <br />and should be looked into before moving forward. <br /> <br /> Sullivan made a motion to recommend to the Council to create a <br />request for proposal (RFP) to update the Parks Master Plan. Ray <br />seconded the motion. The motion was unanimously approved. <br /> Chair Miller made a motion to recommend to the Council to continue <br />with the Spooner Park play equipment upgrade, the pilot dog park, <br />and Wi-Fi initiative this year. Darling seconded the motion. The <br />motion was unanimously approved. <br /> <br /> <br /> The Recreation Supervisor announced the annual Arbor Day Event would <br />be on May 5th at 1:00pm at Pioneer Park.
