MINUTES
PARKS & RECREATION COMMISSION
April 6, 2017
area. He stated that it was upsetting to see the survey come out and for
people to see that there was an easement. He asked the Commission to
look at it from his perspective and to understand that he purchased the
house expecting a quiet and private atmosphere, and the thought of that
changing was upsetting. Oyen thanked the Commission.

Chu explained she had liked the visuals Wenzel had provided and
wondered if there was a way to show residents both perspectives. Chu
suggested sharing the history of the lake via social media. Horwath
thanked Wenzel for taking the time to gather his information and share it
with the Commission. He reasoned he had been to the easement during the
winter and these photos showed the reality of the landscape, which he had
not been able to view.

The City Administrator stated Wenzel was correct in saying that the lily
pads cannot be eradicated. He explained that a few years ago the City had
obtained a permit to let volunteers create a small path around the lake to
provide access points. The City Administrator stated the intent of the
survey was to see if people thought it was a good idea, and if they did, to
then begin research into what it would take. Wenzel stated most people are
unaware of the situation, and the survey provided a misleading
understanding of the situation. The City Administrator stated the
Commission was waiting for the results. He mentioned Waite was coming
to the next meeting to discuss the Veterans Memorial Park and possibly
the lake access. After the survey results were in, the Commission would
ask for public input. Ray explained the survey offered the Commission a
way to find out if this project should be placed on the prioritization list, it
was not meant to dictate if an access would be created. Chu stated these
were issues the Commission was unaware of and she wondered how the
Commission could be more transparent going forward. The City
Administrator explained the survey provided public input and the
Commission should not want to convince people to say “no”. Schletty
mentioned it will also be good to hear Waite’s perspective and any other
proponents of the project. Horwath explained the Commission is only
advisory, and through this investigation they are doing their own due
diligence. Ray noted the only foreseeable use seemed to be to observe
wildlife. Chu stated she wanted the residents to see the results of the
survey, once completed.

Chair Miller stated that the Commission would have a Parks Tour 1 hour
before the May meeting. He explained the Commission would meet at
City Hall and carpool to the places they wanted to go. Horwath proposed
visiting Spooner Park because the City was looking at updating the play
equipment. Chair Miller suggested visiting the lower part of Spooner as
well for the Pickleball Court options. Horwath stated it would be nice to
MAY 9th
PARKS TOUR
