MINUTES
PARKS & RECREATION COMMISSION
April 6, 2017
target population. Ray asked if these proposals would be the same as the
ones presented to the public. The City Administrator stated there would
most likely be more proposals, but since Mr. Shearen has not officially
started in his new position, time had been limited. He noted that the six
foot fall requirement also made it difficult to fit equipment into the play
area if we want to utilized the existing barriers. The City Administrator
explained the proposals seemed to show that some companies are better at
arranging the equipment than others and that should be explored further.
Horwath noted Flag Ship was regarded as one of the top play equipment
companies, but there were many others as well. He explained he liked
Game Time’s proposal and also liked the taller structure of the third
option. Horwath suggested visiting other parks like Chutes and Ladders
Park as well. Chair Miller suggested adding structures to the play area
over time to gauge what is liked. The City Administrator explained with
the curbing already in place, it would be difficult and add cost to adjust the
size. He explained other uses like Canadian Days would also make it hard
to increase the play area. Horwath noted the use he has seen here would
not require a larger play area.

Horwath mentioned Little Canada Elementary was in the final stages of
creating a gaga ball pit. The Recreation Supervisor reported public works
was working on getting a bid to pour the concrete for the court. The City
Administrator stated that staff would try to get a few more playground
proposals to share at Arbor Day, and then he would bring back the
students input at the next meeting.

The City Administrator reported maintenance staff would like to remove
the storage shed from the Old Fire Hall skating rink. He explained it is a
target for graffiti, and the City had received reports that people were
throwing shingles from the roof. The City Administrator stated the LCRA
did have storage in the shed, but thought it could be better accommodated
at other places within the City. Horwath agreed that the shed should be
removed. Darling asked if the City had encountered additional vandalism
to the warming house since it was last broken into. The City Administrator
explained someone had broken into the warming house through a window
and destroyed both restrooms. He explained the window was replaced,
but it was removed again, this time with no additional damage. The City
Administrator reported the City was looking at installing cameras and a
security system. Darling asked how much it had cost to fix the restrooms.
The City Administrator estimated $10,000 - $15,000. Darling noted it
would also cost extra to install cameras and a security system. The City
Administrator explained he had spoken with the police and people at the
skate park, but there hadn’t been any good leads. He indicated other park
restrooms have also been vandalized in the past, but this was worse, and
harder to control because it was a rather hidden area. Horwath made a
STORAGE
SHED
REMOVAL
