MINUTES <br />CITY COUNCIL <br />MAY 24, 2017 <br />ROGER <br />The City Administrator reported that this is a continuation of trying to <br />BERRES' <br />address building conditions at 2955-2957 Arcade Street. He explained <br />RE ROOF AT <br />that the property owner, Roger Berres, has told staff that the roof on his <br />2955-2957 <br />duplex is leaking and causing damage to the structure. He noted that Mr. <br />ARCADE <br />Berres's duplex is a non -conforming use that lapsed a few years ago. He <br />STREET <br />explained that the City had an agreement for repairs to the structure to <br />ensure that everything was brought up to code, but Mr. Berres did not <br />agree to the pricing and no work has been done. He stated that Mr. Berres <br />brought in a quote to reroof the duplex, and given that protecting the <br />integrity of the structure should be a priority, Staff deems it reasonable to <br />allow him to proceed with the re -roof, with the understanding that he will <br />work with the City to revise the work scope for the remaining work and <br />proceed with the repairs at his cost. <br />Keis introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2017-5-93 —APPROVING ALLOWING ROGER <br />BERRES, PROPERTY OWNER OF 2955-2957 ARCADE STREET, TO <br />PROCEED WITH REROOFING THE DUPLEX TO PROTECT ITS <br />STRUCTURAL INTEGRITY. THE CITY WILL BEAR NO <br />RESPONSIBILITY IN THE CONTRACTURAL RELATIONSHIP, <br />NOR IS THE CITY WAIVING ANY OF ITS RIGHTS REGARDING <br />THE NONCONFORMITY THAT CURRENTL Y EXISTS. <br />The foregoing resolution was duly seconded by Fischer. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />PRESENTATION: Keis introduced Cor Wilson, Executive Director of CTV North Suburbs, <br />COR WILSON, who was here to give an update on the future financials. Ms. Wilson <br />EXECUTIVE <br />stated that the Access Corporation has a Strategic Planning Committee <br />DIRECTOR AT <br />that has been working on plans for the future once they finally get a <br />CTV NORTH <br />Comcast agreement approved. She explained that there are two <br />SUBURBS — CTV <br />organizations; the North Suburban Communications Commission (NSCC) <br />STRATEGIC <br />is responsible for the cable franchise administration, and the North <br />PLANNING <br />Suburban Access Corporation (NSAC), known as CTV North Suburbs, is <br />responsible for community programming and services. She noted that it <br />was the CTV side that she is here to talk about. <br />Ms. Wilson explained that there are two funding streams, franchise fees <br />and Public Educational and Government Access (PEG) fees, both of <br />which are paid by the cable subscribers. She noted that the NSCC cities <br />get the franchise fees directly which only happens with one other cable <br />6 <br />
