Z:\PROJ\120000E - Little Canada General\2017\Memo-060517-CC (Master Partnership Contract).doc <br /> <br />10062 Flanders Court NE – Blaine, MN 55449 – (763) 780-0450 fax (763) 780-0452 <br /> <br /> <br />Memorandum <br /> <br /> <br />TO: Little Canada Mayor and City Council Members <br /> <br />FROM: Lee Elfering, City Engineer <br /> <br />DATE: June 5, 2017 <br /> <br />RE: State of Minnesota Master Partnership Contract <br /> <br /> <br />Background <br /> The City currently has a Master Partnership Contract with Mn/DOT that provides a <br />framework for Mn/DOT and the City to provide services and payment to each other. <br />Most services require a work order to be approved by both entities describing costs and <br />scope, however some of Mn/DOT’s routine services including construction testing are <br />included in the appendix of the agreement and only require the City’s request for the <br />services to be completed. The City utilizes the Mn/DOT testing services for concrete <br />and bituminous plant testing on our State Aid projects. The City’s current Master <br />Partnership Agreement will expire at the end of June. <br /> <br />Summary and Recommendations <br /> The new contract provides the general terms and conditions for the relationship between <br />the two parties and would allow the City the same ability to utilize Mn/DOT resources for <br />services listed in Appendix A upon request. Any other specific service requests by either <br />entity would be done thru the use of a “Work Order” contract to specify the specific work <br />to be done and the method and amount of payment to be received. <br /> <br />It is our recommendation that the City Council approve entering into the State of <br />Minnesota Master Partnership Contract, see attachment. At this time it is anticipated <br />that the only service that may be utilized would be the bituminous and concrete plant <br />testing, but additional services could be requested anytime during the length of the <br />contract. A draft resolution is also included that would need to be passed if the Council <br />wishes to enter into the Master Partnership Contract. <br /> <br />If you have any questions or would like to discuss any of the items listed please feel free <br />to call me at (763) 780-0450 Ext. 3.
