PW 2017-06R Page 2 of 6 <br /> <br /> <br />2. Procurement and Award of Contract <br /> <br />2.1. The County will take bids in accordance with state law and County procedures. <br /> <br />2.2. The County will prepare an abstract of bids and a cost participation summary <br />based on the lowest responsible bidder’s proposal, and will provide the same to <br />Little Canada and Maplewood. <br /> <br />2.3. The County will request Little Canada’s and Maplewood’s concurrence to award <br />a contract to the lowest responsible bidder. <br /> <br />2.4. The County will award a contract, and pay the contractor from the County State <br />Aid Highway, Municipal State Aid Highway, and local funds identified for the <br />Project. <br /> <br />3. Responsibility for Construction Engineering <br /> <br />3.1. The County shall perform or contract the performance of the construction <br />engineering for all elements of the Project. <br /> <br />4. Project Costs <br /> <br />4.1. Except as provided herein, the County, Little Canada, and Maplewood will <br />participate in the costs of construction in accordance with the Ramsey County <br />Cost Participation Policy and approved in the 2017 – 2021 Ramsey County <br />Transportation Improvement Plan. If there is a conflict between the Cost <br />Participation Policy and this Agreement, this Agreement will prevail. This Project <br />will deviate from the Ramsey County Cost Participation Policy as approved in the <br />2017 – 2021 Ramsey County Transportation Improvement Plan. This agreement <br />controls and the Cost Participation Policy does not apply. <br /> <br />4.2. A list of the construction pay items and percentages of Little Canada and <br />Maplewood funding responsibility as well as the total estimated City Project cost <br />the total estimated cost is attached as Exhibit A. (Cost Participation Based on <br />Engineer’s EstimateEngineer’s Estimate and Cost Participation, Agreement <br />PUBW2017-06R). Quantities and unit prices in Exhibit A are estimates. Actual <br />costs shall be based on the contract unit prices and the quantities constructed. <br /> <br />4.2.4.3. The cities shall be responsible for all the costs associated with the Project, <br />except as provided in Sections 4.5 and 4.6. Each City shall be responsible for <br />the costs associated to improvements within their respective jurisdiction. <br /> <br />4.3.4.4. Mobilization, Field Office, Erosion Control Supervisor, and Traffic Control are <br />defined collectively as the “Prorated Items”.
