MINUTES <br />CITY COUNCIL <br />JUNE 14, 2017 <br />PUBLIC <br />Keis opened the public hearing to hear the city auditor, Clifton Larson <br />HEARING- <br />Allen, present the 2016 financial report. <br />PRESENTATION <br />OF THE 2016 <br />Chris Knopik, a principal with Clifton Larson Allen, stated he was here to <br />COMPRE- <br />present the 2016 comprehensive financial report. He reviewed the <br />HENSIVE <br />required communications, noting the newly adopted accounting policies <br />FINANCIAL <br />and they received full cooperation from management while conducting the <br />REPORT BY <br />audit. He explained that the audit results showed there was an unmodified <br />CITY AUDITOR <br />opinion on the financial statements, internal controls had one exception <br />noted for segregation of duties, which is common with a smaller staff, and <br />the Minnesota legal compliance had no exceptions noted. He reviewed <br />graphs showing the general fund unassigned fund balance, general fund <br />revenues and expenditures, enterprise funds operating income (loss), <br />future debt service, and a tax rate comparison. <br />Mr. Knopik reviewed the changes that may be or are coming in the next <br />year and how they could affect the City of Little Canada's future budgets. <br />There was no one present from the general public wishing to comment on <br />this matter. <br />Upon motion by Keis, seconded by Montour, the public hearing was <br />closed. <br />McGraw introduced the following resolution and moved its adoption: <br />RESOLUTION 2017-6-98 -APPROVING THE 2016 CITY OF <br />LITTLE CANADA COMPREHENSIVE ANNUAL FINANCIAL <br />REPORT AS PRESENTED BY CITYA UDITOR, CLIFTON LARSON <br />ALLEN <br />The foregoing resolution was duly seconded by Fischer. <br />Aye (5). <br />Nays (0). Resolution declared adopted. <br />PUBLIC <br />Keis opened the public hearing to review the City's Storm Water Pollution <br />HEARING- <br />Prevention Program. <br />REVIEW <br />STORM <br />The Public Works Director stated that the City is required to hold a public <br />WATER <br />hearing annually to review the Storm Water Pollution Prevention Program <br />POLLUTION <br />(SWPPP) as part of the permit with the Minnesota Pollution Control <br />PREVENTION <br />Association, and discuss the City's progress in meeting national Pollutant <br />PROGRAM <br />Discharge Elimination System (NPDES) requirements. <br />(SWPPP) <br />
