MINUTES <br />CITY COUNCIL <br />JUNE 14, 2017 <br />The Public Works Director explained that in 2016 all of the pollution <br />control devices were inspected, and began inspections of the <br />approximately 180 outfalls which are pipes that flow into a body of water <br />or connect to another jurisdiction. He stated that the City streets were <br />swept three tunes last year, and we will be able to keep up with doing it <br />that many times due to now having our own street sweeper. He noted that <br />last year there were some significant rains, and there was some localized <br />short-term flooding, but overall the City's stormwater management system <br />works well. He explained that the Public Works Employees are always <br />looking for illicit discharge around the city, such as soap, paint, gas or <br />oils, since none of those types of liquids are allowed to be put into the <br />storm drains. The Public Works Director noted that the Watershed <br />District is very good about monitoring contractors around the city and how <br />they are protecting their construction sites from allowing runoff into storm <br />drains or ponds and lakes. He stated that they continue to be prudent <br />about controlling the salt usage on the streets in the winter months. <br />Fischer asked if the Minnesota Pollution Control Agency audits cities after <br />the reports are sent in. The Public Works Director stated that City was <br />audited last year and overall the score was good. <br />There was no one present from the general public wishing to comment on <br />this matter. <br />Upon motion by Keis, seconded by Montour, the public hearing was <br />closed. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTIONNO. 2017-6-99 -ACCEPTING THE 2016 STORM <br />WATER POLLUTION PREVENTIONPROGRAMREPORTAS <br />PRESENTED BY THE PUBLIC WORIfS DIRECTOR <br />The foregoing resolution was duly seconded by Fischer. <br />Aye (5). <br />Nays (0). Resolution declared adopted. <br />PUBLIC HEARING <br />Keis open the public hearing for issuance of educational facilities revenue <br />— ISSUANCE OF <br />refunding notes for the Saint Paul Academy and Summit School Project. <br />EDUCATIONAL <br />FACILITIES <br />The Finance Director explained that the City has been asked to be an <br />REVENUE <br />issuer of bank -qualified refunding bonds to refinance prior bonds for Saint <br />REFUNDING <br />Paul Academy and Summit School. She noted that the City of Falcon <br />NOTES FOR SAINT <br />Heights will also be participating. She explained that Little Canada may <br />PAUL ACADEMY <br />& SUMMIT <br />SCHOOL PROJECT <br />
