<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Planning Commission Members <br /> <br />FROM: Jessica Jagoe, Associate Planner <br /> <br />DATE: June 2, 2017 <br /> <br />RE: 2604 Rice Street – Car Detailing Conditional Use Permit <br />Gregory Deyo, Owner of Attention to Detail, is requesting a Conditional Use Permit to operate a car <br />detailing (car wash) business at 2604 Rice Street. This location is within Vrooom Auto Care (formerly <br />known as Goodyear) building along Rice Street. The subject property is zoned B-4, Comprehensive <br />District. This district was created to accommodate a mixture of retail and auto related uses. Within <br />this district, car washes are allowed by CUP. This CUP provision gives examples for three types of car <br />washes, but this was not intended to be a complete list of car washes. By the type of work performed, <br />auto detailing is a form of car wash and that has led to the application before you for review. <br /> <br />Mr. Deyo has indicated that his business is to perform car detailing services to passenger size vehicles <br />and small trucks. The applicant specifically mentions that they do not perform car washing services on <br />larger trucks or commercial vehicles. Their car washing services can range from exterior wash only to <br />a more complete package which covers cleaning every facet of the vehicle inside and out. Most of <br />their customers will have scheduled appointments, but they will try to fit in walk-in customers <br />depending on their work flow for that day. Mr. Deyo has stated that his request does not include any <br />overnight outdoor storage of vehicles. Customers will either wait for their cars to be detailed or <br />arrangements will be made to pick them up prior to closing. If not, any vehicle that needs to remain on <br />the property overnight will be brought inside and kept overnight in one of the car wash bays for the <br />evening. <br /> <br />They have thirteen parking spaces that are dedicated to his unit for customer and employee parking. <br />With two employees at this location, Mr. Deyo anticipates they will clean on average eight to ten <br />vehicles a day. Staff feels the dedicated spaces should be sufficient for this use. I thought it would be <br />beneficial to know that when this property was developed in January 2000, the site was approved for <br />80 parking spaces which was a surplus of 14 spaces over that required by ordinance. <br /> <br />Analysis <br />As indicated above, car washes are allowed by CUP in the B-4 zoning district. The requirements for <br />the permit are as follows (staff comments inserted in italics): <br />912-A.040.K - Car washes (drive through, mechanical and self-service), provided that: <br /> <br />1. The architectural appearance and functional plan of the building and site shall not be so <br />dissimilar to the existing buildings or areas as to cause impairment in property values or <br />constitute a blighting influence within a reasonable distance of the lot. <br />
