<br />The will be no changes to the appearance of or functional plan of the building. <br /> <br />2. Magazining or stacking space is constructed to accommodate that number of vehicles which <br />can be washed during a maximum thirty (30) minute period and shall be subject to the <br />approval of the City Engineer. <br /> <br />The proposed use is for a car wash service, but it is not self-service or drive-thru in which <br />stacking of vehicles would occur. The proposed use will primarily be by appointment and <br />will likely result in the vehicles being dropped off and picked up at the site in a more <br />staggered timeframe. <br /> <br />3. At the boundaries of a residential district, a strip of not less than five (5) feet shall be <br />landscaped and screened in compliance with Section 903.020.G of this Ordinance. <br /> <br />The property at 2600 Rice Street (Vrooom Auto Care site) does not abut a residential <br />district. <br /> <br />4. Each light standard island and all islands in the parking lot landscaped or covered. <br /> <br />No changes are proposed to the existing lighting as approved in the original development <br />agreement. <br /> <br />5. Parking or car magazine storage space shall be screened from view of abutting residential <br />districts in compliance with Section 903.020.G of this Ordinance. <br /> <br />The subject parcel does not abut a residential district. In addition, the applicant is not <br />requesting any outdoor space for overnight vehicle storage. <br /> <br />6. The entire area other than occupied by the building or plantings shall be surfaced with <br />material which will control dust and drainage which is subject to the approval of the City <br />Engineer. <br /> <br />The site is paved and staff is not aware of any concerns with dust control or drainage. The <br />applicant is not proposing any changes to the existing building or parking. <br /> <br />7. The entire area shall have a drainage system which is subject to approval of the City <br />Engineer. <br /> <br />Staff is not aware of any concerns on this site with regards to drainage. The applicant is <br />not proposing any changes to the existing building or parking <br /> <br />8. All lighting shall be hooded and so directed that the light source is not visible from the <br />public right-of-way or from an abutting residence and shall be in compliance with Section <br />903.020.I of this Ordinance. <br /> <br />Staff has not had concerns with the existing lighting. <br /> <br />9. Vehicular access points shall be limited, shall create a minimum of conflict with through <br />traffic movements and shall be subject to the approval of the City Engineer.
