<br /> <br />The applicant is not proposing any changes to vehicular traffic movements. The proposed <br />use will generate a traffic pattern that is consistent with the intended commercial uses of <br />this site. <br /> <br />10. All signing and informational or visual communication devices shall be in compliance with <br />Section 903.110 of this Ordinance. <br /> <br />The applicant did not submit any signage information as part of their application. <br />However, tenant signage will be required to be in conformance with the Comprehensive <br />Master Sign Plan for this property. <br /> <br />11. Provisions are made to control and reduce noise. <br /> <br />Same as comments above. <br /> <br />12. The provisions of Section 921.010.C of this Ordinance are considered and satisfactorily <br />met. <br /> <br />Staff should also mention that the space Mr. Deyo is looking to occupy was formerly occupied by a <br />window tinting business. From that prior use, the applicant has indicated the two wash bays are <br />already set up with the floor drains necessary for his business. It would be planning staff’s <br />recommendation that prior to occupancy of this space that Mr. Deyo will need to contact Jim Lee, Fire <br />Marshal and Steve Westerhaus, Building Official to arrange an inspection to ensure compliance with <br />applicable fire and building codes. <br /> <br />Lastly, this is an amended use to what was originally reviewed and approved for this multi-tenant <br />building. Although it is still auto related, the prior review by Met Council for the SAC determination <br />did not factor in a potential car wash at this location. This use staff believes will result in higher water <br />usage than what was originally anticipated. As a result, city staff also recommends as part of the <br />approval that this is subject to the applicant contacting Met Council to have a redetermination done of <br />the necessary SAC charges for the property at 2600 Rice Street. The 2017 charge per SAC unit set by <br />Met Council is $2,485. If Met Council’s determines additional SAC charges are required, the <br />applicant or property owner would be responsible for this fee prior to Attention to Detail being allowed <br />to operate. <br /> <br />Summary and Recommendation <br />The proposed auto detailing use by Mr. Deyo, Attention to Detail, appears to be consistent with the <br />intended uses of the B-4 zoning district. Staff also feels that the applicant has met the conditions as <br />listed in the CUP requirements and no changes are proposed that will impact existing conditions. In <br />addition, the applicant has indicated that no overnight outdoor storage of vehicles will occur. Based on <br />the above, city staff recommends approval of the CUP to allow for a car wash/auto detailing business <br />at 2604 Rice Street subject to – <br /> <br /> An inspection being completed by the Fire Marshal and Building Official to ensure compliance <br />with applicable fire and building codes for a car wash operation. <br /> That the applicant contact Met Council and have a redetermination of SAC charges completed <br />from the multi-tenant property at 2600 Rice Street.
