MINUTES <br />CITY COUNCIL <br />MARCH 13, 2002 <br />Mr. Grootwassink stated he was in favor of the shopping center site for the <br />new drug store as depicted in Option 1 as long as the prepayment issue with <br />the bank can be resolved satisfactorily. <br />LaValle questioned the need to relocate Market Place Drive to line up with <br />County Road C2 in Roseville. The City Administrator stated it resolves issues <br />associated with the poor condition of the existing street, the fact that much of <br />this street is privately maintained, the creation of more parking in front of the <br />shopping center which will negate the need to cross a street to get into the <br />mall, and the opportunity to resolve drainage problems and provide for storm <br />water treatment through a new pond to be constructed in the southeast comer <br />of the existing parking lot by Market Place Drive and First Bank Drive. <br />The Developers then asked if the quality of finish would be necessary on all <br />sides of the building? The consensus of the Council was the north, south, and <br />west sides would need to have a high quality appearance. The east side, due to <br />its limited exposure, could be of a lesser quality as long as it was compatible <br />with the rest of the building. <br />Mr. Grootwassink indicated he has been getting a number of calls for multiple <br />family housing on the excess parking lot parcel associated with the shopping <br />center. Mayor Fahey stated that the Council will not allow any more family <br />rental in the City and the senior market seems to be well served with the <br />addition to Garden Terrace and the new complex proposed by Sherman <br />Associates. Mayor Fahey did note that the Council is interested in an assisted <br />living project. <br />The City Administrator suggested he contact CommonBond Communities, Inc. <br />about their interest in an assisted living project. He noted their interest in this <br />concept as part of the Dominium proposal. ; <br />The Council indicated their willingness to consider the threat of eminent <br />domain to assist in the location of the new drug store on the shopping center <br />site depicted in Option 1. <br />It was also suggested that our streetscape improvements from Little Canada <br />Road and Market Place Drive should be continue along Rice Street from the <br />north end of the shopping center to Little Canada Road. <br />The potential for vacating First Bank Drive was then discussed. The Public <br />Works Director noted that this could be considered in two phases. The first <br />phase would be between Middle Street and Market Place Drive where the bus <br />hub is located. By vacating this section, we would avoid future street <br />replacement, add to the developable property available to the shopping center, <br />and allow for pond reshaping to leave more land for development.
